The district of Harburg plans to award the permit for the connection of the fire alarm systems in the form of licensing agreements according to an open-house procedure. In the opinion of the granting authority, this is not a procurement procedure, the EU notice serves only for transparency.
This is not an open procedure, but a so-called open-house procedure. The form for the open procedure is only used because there is no form for an open house procedure. Contracts that are concluded in open-house proceedings are not subject to public procurement law in the absence of a selection decision. Submission to public procurement regulations is not associated with the use of this form.

The district of Harburg plans to award the approval of connections of the fire alarm systems in the form of licensing agreements according to an open-house procedure.
The operations control center for rescue service and fire brigade of the district of Harburg based in Winsen (Luhe) (ELZ), the rescue and fire brigade control center of the district of Rotenburg (Wümme) based in Zeven and the fire and rescue control center of the district of Heidekreis based in Soltau are technically networked and operate a joint control center network. As a result, the alarm receiving equipment (AE) of the ELZ of the district of Harburg can be used in one of the aforementioned three locations. If the control center network is dissolved, the licensee (GN) has the obligation to immediately install the alarm receiving device, if it is not operated at the ELZ location, at his own expense in the ELZ of the district of Harburg. If a GN intends to use the alarm receiving device at a control center other than that of the district of Harburg to feed in the fire alarm alarms and the corresponding operator of the operations control center objects to this, the GN is obliged to install an AE at its own expense in the ELZ.
The purpose of the present open-house procedure is the award of the licensing agreements (GV) to suitable GN by the licensing provider (GG) Landkreis Harburg.
