Bymiljøetaten [the Department of Urban Development] is the municipality's professional body in relation to roads, road traffic and public transport on roads. The contracting authority is responsible for the municipal roads network, including the standardised county roads network. As the road administrator, the contracting authority is responsible for follow-up the requirements for measures against noise and air pollution from roads. Cf. the Pollution Control Act. The contracting authority is also responsible for long-term public transport planning, traffic and street plans, traffic safety measures and plans for practicable public transport traffic measures. An important part of this administrative responsibility is related to the procurement of services for the operation and maintenance of the road network in order to ensure good conditions for all road users. The works comprise resurfacing roads, streets, pavements, pedestrian and cycle paths, as well as all necessary preliminary works related to this.

A proposal of where the works are planned executed in 2020 is available. The proposed roads are listed in the Annex. The objective of the contract is to renovate the asphalt surface on roads, streets, pavements, foot and cycle paths that are administered by the contracting authority to ensure the infrastructure and former investments as well as improve the roads standard. The work includes the necessary preparatory work such as resetting of curbs and other necessary and appropriate actions in relation to resurfacing.
Laying red asphalt in cycle lanes/cycle boxes is included in the assignment. The description of the purpose and extent is not exhaustive. A detailed description of the processes included in the assignment is in Annex 1; the requirement specification.
The contracting authority shall prioritise main roads/feed roads within the ordinary budget volume.
This contract is not exclusive and the contracting authority reserves the right to enter into other contracts for execution of works if deemed suitable.
