Objective: Hiring of Environmental and Social Specialist (A&S) for SGM



Reference: Competition No. MZ-MEF-DNT-460171-CS-INDV



 



1. The Government of Mozambique (GoM), through the Ministry of Finance, has received funding from the World Bank for the cost of the Access to Finance and Economic Opportunities Project: More Opportunities, and intends to apply part of the resources to Individual Consulting Services for the Environmental and Social Specialist (A&S) for SGM. Beneficiary: SGM.



2. The consulting services (“Services”) include:



a) Technical supervision of the development of Environmental and Social Management Systems (SGAS) in Financial Institutions (IFs);



b) Implementation and operationalization of the SGAS for SGM;



c) Capacity building and technical support;



d) Monitoring, reporting, and compliance;



e) Engagement with stakeholders and knowledge sharing.

3. The Ministry of Finance (MF) invites eligible individual consultants to submit their expression of interest for the position of Environmental and Social Specialist (A&S) for SGM. Interested consultants must provide information demonstrating that they possess the required qualifications and relevant experience to provide the services (CV, work experience in similar conditions, availability, etc).



The Environmental and Social Specialist (A&S) for SGM must have at least the following qualifications and experience:




  • Degree in Environmental Engineering, Environmental Sciences, Social Sciences, Natural Resource Management or relevant areas related to environmental and social risk management;

  • Minimum of five (5) years of proven experience in environmental and social risk management, including the development, implementation, or supervision of Environmental and Social Management Systems (SGAS) or equivalent, preferably in the financial sector or in development projects funded by institutions;

  • Solid knowledge of applicable environmental and social legislation in Mozambique, as well as demonstrable familiarity with the World Bank Environmental and Social Framework (ESF), including Environmental and Social Standard 9 (ESS9), and/or the IFC Performance Standards (IFC PS);

  • Proven experience in organizing and facilitating training programs and institutional capacity building on environmental and social safeguards;

  • Minimum of three (3) years of experience in similar functions in the context of projects implemented in Mozambique, focusing on the application of the World Bank's ESS, IFC PS, or equivalent regulations.



4. The contract will have an initial duration of 12 (twelve) months, with the possibility of renewal, subject to satisfactory performance.



5. The consultant will be selected according to the individual consultant selection method established in the World Bank Procurement Regulations.
