1. CONTEXTUALIZATION



 



Framework






    1. Contextualization of the PTUM





The Municipal Council of Maputo (CMM) is implementing the Maputo Urban Transformation Project (PTUM), a program supporting the implementation of the main priorities of the Municipal Development Plan (PDM; 2019-2023), aimed at combating poverty and promoting inclusive growth. The goal of PTUM is to improve urban infrastructure and strengthen the institutional capacity for sustainable urban development in the City of Maputo. PTUM has an implementation period of seven years (March 2021 to April 2028), financed by the World Bank (WB) / International Development Agency (IDA), and includes five distinct components:




  1. Improvement of Informal Settlements;

  2. Revitalization of the City Center of Maputo;

  3. Sustainable Urban Growth of KaTembe;

  4. Implementation of Projects and Institutional Support; and

  5. Contingency Emergency Response.



Component 1: Improvement of Informal Settlements - aims to support the CMM in implementing the Integrated Improvement Program for Informal Settlements in the most vulnerable neighborhoods of the City of Maputo. The interventions will include upgrading urban infrastructure to reduce the incidence of recurring floods, increasing access to drinking water, and improving sanitation, accessibility, and mobility in the 20 selected neighborhoods where, according to the 2017 Census, approximately 264,054 people currently reside. PTUM will support actions to reduce the risk of COVID-19 transmission in high-risk areas in Maputo, and mitigate the economic impact on the most vulnerable population. The project will finance technical assistance to support CMM in promoting socioeconomic inclusion and preventing gender-based violence (GBV) in the selected informal settlements.



Component 2: Revitalization of the City Center of Maputo - aims to assist CMM in revitalizing the city center, improving the rainwater management system in the city center to reduce flooding in low-lying areas. The project also supports the implementation of socioeconomic inclusion actions targeting the marginalized population.



Component 3: Sustainable Urban Growth - aims to support CMM in promoting more sustainable urban development in the Municipal District of KaTembe, where most of the future urban growth is expected to occur. The project will also support improvements in solid waste management through the construction of a new landfill and the closure of the Hulene dump.



Component 4: Project Implementation and Institutional Capacity Building - aims to assist CMM in managing and implementing the Project in accordance with World Bank policies. This action includes funding the operational costs for establishing a Project Management Unit.



This component will also finance technical assistance and capacity building activities to improve CMM's ability in good governance, including administrative modernization, human resources management, citizen participation, social accountability, and decentralization of administrative functions to municipal districts.



Component 5: Contingency Emergency Response - will facilitate rapid access to funding through the reallocation of unobligated funds in the event of an eligible crisis or emergency.



OBJECTIVE OF THE CONSULTANCY



 



The objective of hiring the Senior Environmental Safeguards Specialist for the Project is to provide specialized technical support in the implementation of the Project's actions to ensure their sustainability in accordance with the A&S instruments (QGAS, QPR, PEPI, and PCAS) prepared for the project, as well as other specific instruments. The Senior Environmental Safeguards Specialist must work in close observation of the existing environmental and social legislation in the country and apply the Environmental and Social Standards (ESS) of the WB, including the established Notes and Guidelines for the project.



During the implementation of the Project, the Senior Environmental Safeguards Specialist should work in close collaboration with the Social Safeguards Specialist to form a Project Environmental and Social Safeguards team and respond to the necessary demands regarding the A&S aspects of the Project's activities according to the established requirements.



2.1 Consulting Responsibilities



During the term of the contract, the Senior Environmental Safeguards Specialist has the following responsibilities:


  • Ensure the operationalization and compliance with the A&S instruments (QGAS, QPR, PEPI and PCAS and other instruments) prepared for the project during the project's validity period through:

    • Implementation of all principles and requirements to meet the NAS, including the Environmental Guidance, Health and Safety of Works;

    • Environmental screening of subprojects with A&S impacts, following the instruments prepared in accordance with the World Bank's policies and recommendations;

    • Inclusion of environmental aspects and requirements in the preparation of Terms of Reference and documents for tenders/acquisition processes of goods and contracting services within the scope of PTUM;

    • Instruction of processes for the initiation of the Environmental Impact Assessment (EIA) of subprojects for MAAP;

    • Preparation of mitigation instruments for impacts (Environmental and Social Management Plan and Environmental and Social Guidance or also known as the Good Environmental and Social Practices guide, complying with the guidelines and requirements of the World Bank) for activities not developed by the consulting company;

    • Coordination and supervision of the environmental licensing processes, studies and plans under the responsibility of the consulting company(ies) to be contracted;

    • Support in the operationalization of the Dialogue and Complaints Mechanism (MDR) of PTUM;

    • Ensure the inclusion of A&S clauses in the tender documents and contracts with the contractors;

    • Support in conducting public consultation meetings with affected stakeholders;

    • Capacity building of the Project focal points regarding Environmental Safeguards;

    • Ensure the management and monitoring of the project's environmental activity indicators during the preparation, implementation, and operationalization phases, including implementing mitigation measures (to ensure the achievement of environmental indicators), in order to assess potential environmental and social impacts and implement appropriate mitigation and management measures; and,

    • Ensure the execution of independent A&S audits of the Project by independent consultants.



  • Ensure compliance with the commitments established in the PCAS, as well as monitor its updates and revisions;

  • Ensure the implementation of activities in accordance with the studies, basic principles, and guidelines, Environmental Standards of the World Bank as well as applicable Mozambican environmental legislation, when implementing the activities of the Program by the various beneficiary institutions;

  • Support consulting companies on environmental aspects, during the conduct of studies, designs, and executive projects of the subprojects;

  • Coordinate and Supervise the activities to be developed by the Environmental Safeguards Assistant;

  • Coordinate environmental activities with different stakeholders (Municipality of Maputo, MAAP, Consultants, among others);

  • Coordinate the preparation of periodic progress reports of the Project with information on its performance regarding Environmental safeguards;

  • Ensure that records are maintained, both physical and electronic, of the Project’s Environmental Safeguards processes;

  • Actively participate in all support missions for implementation planned by the World Bank, as well as specific meetings regarding environmental aspects of the project;

  • Prepare, in close collaboration with the Social Safeguards Specialist, periodic environmental and social reports to provide the PTUM team with an overview of the environmental and social management performance of the project, identifying opportunities and challenges, as well as lessons learned that should be taken into account for analysis during missions.



 




  1. EXPECTED RESULTS



During the execution of activities, the following results are expected:




  • Compliance with the commitments established in the PCAS and its revisions/updates assured;

  • Operationalization and compliance with A&S instruments (QGAS and PEPI) assured;

  • Activity plans prepared according to the reference activities to be developed in PTUM;

  • Monitoring and supervision of the consulting company responsible for developing environmental and social studies conducted;

  • Licensing of PTUM subprojects before their implementation;

  • Monitoring of A&S Project indicators and preparation of the respective reports;

  • Independent A&S audit of the Project activities conducted;

  • Support the implementation and maintenance of the Dialogue and Complaints Mechanism and other activities defined by the PEPI;

  • Training of all Project focal points assured;

  • Supervision of the activities of the Environmental Safeguards Assistant ensured; and,

  • Periodic Environmental and Social Safeguards Reports of the Project prepared.



 



4. SUPERVISION AND REPORTING



The Senior Environmental Safeguards Specialist reports hierarchically to the Project Coordinator. He/She will send quarterly reports to the World Bank on the status of the implementation of Environmental Safeguards in PTUM, and whenever deemed appropriate, the Environmental Safeguards Specialist may communicate with the World Bank's Environmental team for specific issues of Environmental safeguards implementation.



 



5. PROFILE OF THE SENIOR ENVIRONMENTAL SAFEGUARDS SPECIALIST




  1. Bachelor’s degree in Environmental Management, Environmental Engineering, Environmental Education or other relevant related fields. A master’s degree would be an advantage.

  2. At least 15 years of post-graduate experience in environmental safeguards management;

  3. At least 10 years of experience in environmental safeguards management in projects funded by the World Bank;

  4. Proven leadership capacity in environmental licensing processes for projects of risk (low, medium, and high);

  5. Knowledge of GIS – Geographic Information System;

  6. Mastery of planning tools, preparation, and supervision of environmental management plans, according to the procedures of the Government of Mozambique and the World Bank;

  7. Extensive experience in relationship and interaction with various actors, namely Government Entities, NGOs, Foundations, Civil Society Organizations, Consultants, Contractors, international agencies, and others;

  8. Ability to prepare technical reports, with objective and concise writing, regarding the requirements of studies and in order to promote better appropriation of their content;

  9. Communication skills;

  10. Fluency in Portuguese and knowledge of English as a working language, spoken and written.



 



6. CONTRACT DURATION and PAYMENT MODALITY



The contract duration is 2 years. Payment for the consultancy services provided will be made monthly, upon presentation of progress reports, until the validity of the contract.
