City of Wunstorf - Extension and conversion of the Steinhude primary school into an all-day school - Technical equipment

The object of the order is the planning services of

- Technical planning of technical equipment - heating/ventilation/sanitation (HLS) (Lot 1),

- Technical planning of technical equipment - electrical engineering (ELT) (Lot 2).

The planning services are divided into 2 lots. Tenders may be submitted for only one lot as well as for both lots.

Lot 1:

Planning services for the following HOAI service profiles:

- technical equipment HLS (§§ 53 et seq. HOAI),

Service phases 1 to 9,

For:

- Plant group 1 (waste water and water plants excl. gas plants)

- Anlagengruppe 2 (Wärmeversorgungsanlagen)

- Plant group 3 (ventilation systems)

- Plant group 7 (use-specific or process plants)

- Plant group 8 (building automation for HLS)

Lot 2:

Planning services for the following HOAI service profiles:

- ELT technical equipment (§§ 53 et seq. HOAI),

Service phases 1 to 9,

For:

- Anlagengruppe 4 (Starkstromanlagen)

- Plant group 5 (telecommunications and information technology installations)

- Plant group 6 (conveyor systems)

- Plant group 8 (building automation for ELT)

The client initially only commissions the service phases 1 to 4 according to HOAI and reserves the right to commission the further service phases individually or as a whole. There is no entitlement to further commissioning, nor can other contractual obligations arise for the client. In the event of a call, the contractor is obliged to provide the services, if necessary also in stages, individually or as a whole.

Technical planning of technical equipment - heating/ventilation/sanitation (HLS)

The city of Wunstorf has already converted two primary schools into open all-day schools with a decision in principle of the bill 40.2016/0030 of 20.04.2016. Now the primary school in Steinhude is to follow as the third primary school. For this purpose, a room concept with a space program has been developed in cooperation with the school management, the schools, sports and building management departments. This space program was adopted by the committees with submission 40.2022/0110. This spatial concept is intended to take into account the requirements of a modern school, which have changed significantly in the meantime. According to this, the school should be able to meet the requirements of a successful all-day school operation while taking inclusion into account.

In a VgV procedure for the property planning services with a proposed solution, the architectural firm MOSAIK from Hanover emerged as the winner. The draft solution with the construction phase proposal is the basis of this award procedure.

According to an initial cost estimate, the gross cost of the overall measure (KG 200-700) is currently around EUR 9.4 million.

Completion is planned for the end of 2025.

The contractor must start his services immediately after the contract has been awarded. The contractor is required to conduct an initial meeting with the client within four weeks of the award of the contract, in which the dates for the provision of the necessary planning services are agreed as binding contractual deadlines. The client aims to complete and start using the all-day school by the 3rd/4th quarter of 2025. The building application should preferably be submitted by September 2023. The subsequent implementation planning should be roughly completed by February 2024. The demolition of the gym should take place at the latest in the Lower Saxony holiday periods summer 2024 in order to avoid increased noise pollution of school operations.

Due to the high budget of this overall measure, more than 80% of tenders have to be processed via an EU-wide procedure. The award time for the construction of the LV and the award of the contract is approximately 3.5 months, which must be taken into account for the construction process. Only after contracts for demolition, shell construction and roof work and windows should the construction site start.
