The object of the service to be provided by the contractor is the implementation and operation of software in a system landscape that is suitable for providing nationwide bike routing on the basis of linked country systems. For this purpose, the contractor must first take over the existing functionalities (www.Radroutenplaner-Deutschland.de) including the existing interfaces to regional systems or map them again. The transition for the partners (supplying systems of the countries) and users should be as seamless as possible. The software adopted by the contractor and to be further developed or newly mapped is operated by the contractor on behalf of the client. This means that the client or the users of this software are able to use the software for their own purposes via an Internet connection during the term of this contract and to process data with its help (“cloud solution”).
The digitization of the cycle route infrastructure can promote the development of cycle traffic and help to increase its safety. Routing services, consistency of signage, support in planning processes and the maintenance of paths, measures for traffic safety and the tourism industry can benefit from a comprehensive, up-to-date, harmonized and linkable database. This digital inventory must be recorded and updated locally, consolidated at country level and brought together nationwide. A part of the cycle route network is of national importance due to the large-scale connection function in cycle tourism and is known as the "Cycle Network Germany" (RN-D). For this cycle network and its integration into the cycle traffic infrastructure as a whole, a joint digital resource and a corresponding access point are being set up with the participation of the federal and state governments. This builds on the existing cooperation "Radroutenplaner Deutschland" and its services and develops them further. These services already include a cross-border website for end users and a corresponding web service. In addition, there is an open data offering and a significant spatial and technical expansion of the existing functions.
The Cycle Route Planner Germany (RRP-D) combines and links the cycle route planners of the participating countries in a common website and application. It was developed in several steps and is to be further expanded on the basis of a resolution of the Conference of Transport Ministers from 2019. The essential functionalities (basic functions) are:
1. Determination, preparation and display of individualized cycle routes for any starting point and destination on the basis of calling up country route planners.
2. Presentation and download option of the cycling network in Germany.
3. Information function about the cycling network Germany and its background, the associated services and links to regional offers in accordance with the specifications of the participating states and the federal government.
The number of participating countries is currently seven (7) for point 1, but will be 14 in the future (Saarland and the Hanseatic City of Bremen will probably cooperate with other countries for this).
In point 2 all countries take part, in point 3 most of the countries already take part.
For the task of the operation and the further development of the Internet offerings, a service provider is sought who will use the existing one
“Central System RRP-D” maintains, maintains and expands.
