Payment procedure for the long-term care compensation fund
The Nursing Professions Act and the Nursing Professions Training Financing Ordinance (PflAFinV) have comprehensively modernised nursing training and placed it on a new financing basis from 2020.
Nursing training is financed by compensation funds to be set up in the federal states. All hospitals and care facilities pay into these funds. To a lesser extent, the federal states as well as the social long-term care insurance and the private compulsory long-term care insurance also participate. The funds are used to finance the costs of training and to pay out the corresponding funds to the training hospitals, nursing homes and outpatient care services. The nursing schools also receive money from the funds.
In North Rhine-Westphalia, the district government of Münster has been managing this compensation fund, which is managed as a special fund, since 2020. In accordance with the legal requirements of the Nursing Professions Act, monthly levy contributions are levied and benefit payments are made. The calculation of the levy contributions and benefit entitlements is carried out using the specialist procedure PFAU.NRW.
The award procedure to be carried out here is carried out with the aim of selecting a service provider who will be commissioned with the accounting management of the special fund and the preparation of annual financial statements for the years 2024 - 2027. The contract with the previous service provider ends on 31.12.2023. For this purpose, the service provider should make use of an existing software solution, the use of which is also the subject of the offer. In addition, the service provider must ensure the bidirectional exchange of data on the PfAU.NRW procedure.
