The district of Mayen-Koblenz is modernising its siren network. The affiliated municipalities can call up digital sirens with voice announcement options and associated services from the framework agreement put out to tender in the present case in order to modernize the siren stock of 130 analog sirens.

The district of Mayen-Koblenz intends to gradually expand or modernize the local siren network in coordination and together with the affiliated municipalities (cities and association municipalities), so that in the medium term a largely nationwide warning of the population is guaranteed.

The subject of the tender is a framework contract for the delivery, installation and commissioning of electronic siren systems as well as the optionally required ancillary services according to the list listed below with a price maintenance over 2 years from the conclusion of the contract (planned project period 4 years plus any necessary subsequent adjustments). This means that in years 1-2 the sirens can be called up by the connected municipalities, in years 1-4 the delivery and assembly must be completed and the sirens must be in an operational condition.

After conclusion of a framework agreement with the district of Mayen-Koblenz, the affiliated cities and association municipalities as clients (hereinafter referred to as AG) conclude concrete partial orders/call-off orders for the respective locations with individual services on this basis. The respective AG are invoice recipients and settle the subsidies for the sirens with the district.

Electronic sirens of the sound power levels 109 dB (A) in 30 m, 115 dB (A) in 30 m, 118 dB (A) in 30 m and 121 dB (A) in 30 m can be used. There are currently 130 sirens of old design (E57) in the participating municipalities of the district. It can be assumed that the number of sirens of different sound power levels to be installed will rather increase due to the sound planning still to be carried out – to about 140 sirens of a new design. However, there is no entitlement to the retrieval of these quantities, but it is also not conclusive Due to a funding framework of the federal government and the state RLP, the construction of initially 4 mast sirens and 28 roof sirens is a priority. These 32 sirens will have to be installed in 2023 due to current funding conditions.
