The contracting authority seeks market feedback on the design and clarity of competition documents related to Print as a Service for seven municipalities in Telemark before the formal announcement.

The contracting authority can have a dialogue with the market in the planning phase of a procurement. The intention is to get input on the need and for the design of the competition documents before the competition is announced. When the competition is first published, there is limited access to making significant changes. The supplier market is therefore encouraged to provide input. The aim of this market dialogue is to get feedback from tenderers as to whether it is conditions in the competition documents that: are unclear or difficult to understand, are not in accordance with how the market normally provides such services, can lead to risks of complaints, conflicts or unforeseen costs in the execution of the agreement.
