The aim of this tender is the step-by-step commissioning of a suitable architectural office with the work phases 2-9 of the service profile object planning buildings and interiors § 34 Abs. 3 HOAI i.V.m. Anl. 10 No. 10.1 (performance phase 2 is approached at 5%, since the basic services of performance phase 1 as well as the cost estimate and sketches of ideas are already to be presented and remunerated by the bidders in the context of the negotiations).

In addition, as special services, the participation in the application, retrieval and billing of subsidies including proof of use as well as the monitoring of the elimination of defects in the service phase 9 are commissioned as special services.

The district of Lippertshofen is a building area with approx. 120 residential units on the basis of the development plan "Flussäcker II". The development/civil engineering work has been completed. For the new construction of the day care center, the commissioning of the planners is planned for autumn 2023, the start of planning at the beginning of 2024 and the implementation of the measure from 2025.

The planned plot has an area of 3,200 m² and is intended to provide space for the day care center with currently four care groups as well as an expansion option by two groups.

The upper cost limit is EUR 4.0 million (KG 200 -700). The construction project is subsidized, so that appropriate experience with subsidies is expected and assumed.

The day-care centre is to be a modern construction project that follows the principles of modern pedagogy and spatial design. A harmony with the possibilities of the development plan and a traditional construction method can be found.

Special attention is paid to sustainable construction. This should include: renewable energies, use of rainwater and ecological construction in relation to the entire useful life of the building

- Objectives of the client with regard to the cost framework
The cost framework of EUR 4.0 million gross in the sense of an upper limit must be adhered to. The sum includes all costs of cost groups 1-7 according to DIN 276

After evaluation of the applications received, three offices that have achieved the highest number of points in the evaluation are invited to negotiations on the basis of the evaluation matrix level 1 and invited to submit an offer. The negotiations are expected to take place in June/July 2023.

In the run-up to the negotiations, the architectural offices are given the opportunity to present their plans for the best possible realization of the above-mentioned objectives to the awarding authority by developing an idea.

In accordance with § 77 Abs. 2 VgV, each bidder is remunerated for these services in the amount of EUR 5,000.00 gross. This assumes a time expenditure of about 50 hours.

As part of the negotiations, the offices are given the opportunity to explain their idea with regard to solving the task, taking into account the client's objectives in the best possible way.
