Description:
Local authorities are seeking service providers to implement a Dynamic Acquisition System for artificial intelligence solutions that enhance public services, optimize internal processes, and address various community needs across multiple categories including administrative performance, waste management, urban planning, and social action.

Local authorities are looking to integrate Artificial Intelligence (AI) solutions to improve their public services, optimize their internal processes, and respond more effectively to the needs of citizens. SICTIAM aims to offer its members a comprehensive range of artificial intelligence services to address their daily challenges and issues.
The SICTIAM is therefore putting in place a Dynamic Acquisition System (DAS) aimed at acquiring tools based on artificial intelligence (AI) to optimize various public services. This system will allow a quick and appropriate response to the evolving needs of the community.
This consultation aims to select a set of service providers capable of providing support in the implementation of AI projects. The objective is to create an ecosystem of companies that can offer solutions integrating AI to meet the use cases of local authorities, either with 'off-the-shelf' solutions or with custom solutions requiring specific development.
The DAS is intended to meet the needs of SICTIAM, its current and future members, as well as other beneficiaries of its purchasing center.


LOT-0001
Administrative performance.
This category includes Artificial Intelligence solutions aimed at improving the efficiency, rigor, and responsiveness of support functions and the management of public services. It aims to optimize administrative processes, facilitate documentation writing and analysis, and support decision-making.
It is particularly aimed at general management, support services (secretariat, HR, legal, finance...), and departments with needs for document processing, activity monitoring, or decision support.
The services selected under this DAS must allow: modernization of internal processes, reliability of document production, facilitation of access to information (internal or citizen), and data-driven management in operational services.


LOT-0002
Waste management.
This category aims to reference digital solutions or services enabling local authorities to improve the performance of their waste management service, both operationally, environmentally, and economically. The expected solutions should contribute to optimizing routes, monitoring sorting quality, and analyzing flows, in a logic of decision support, transparency, and frugality.


LOT-0003
Urban planning.
This category aims to reference digital solutions, sensors, and technological services to improve the management of public spaces, urban safety, network performance and mobility, the management of green spaces, and traffic flow management. It covers very concrete field uses, serving quality of life, energy efficiency, and reasoned urban planning.


LOT-0004
Management of environmental and technological risks.
This category of the DAS includes digital solutions, services, and technological devices designed to anticipate, monitor, or mitigate risks related to natural environments (climatic hazards, forest fires, floods, erosion, landslides, or loss of biodiversity) or technological risks linked to industrial activity (explosions, toxic leaks, gas leaks, etc.). It allows local authorities to integrate observation, modeling, and prevention tools, serving public safety and sustainable territorial management.


LOT-0005
Social action and disability.
This category aims to reference digital solutions, technological services, or decision support tools to strengthen the effectiveness and responsiveness of social and medico-social policies carried out by local authorities, particularly for vulnerable groups (elderly, disabled, in precarious situations). The goal is to support autonomy, promote inclusion, improve the management of social resources, and propose more proactive and targeted action.


LOT-0006
Intelligent health and care pathways.
Candidates for the DAS must be able to offer solutions addressing the major issues in the health sector, namely the improvement of diagnosis and medical decision support, optimization of patient pathways, cost control, and administrative management, as well as strengthening the safety and quality of care. The proposed solutions must demonstrate their ability to effectively support healthcare professionals, improve patient experience and follow-up, and promote innovation in clinical research and training. The expected system must be interoperable, secure, scalable, and compliant with current regulatory standards.


LOT-0007
Safety of goods and people.
This category aims to reference digital solutions or technological devices allowing local authorities to prevent risks, detect risky behaviors or situations, and intervene more quickly in case of an incident. It concerns issues of intelligent video protection, crisis management, prevention of incivilities, or automated alerts, within a framework of a safe, responsive city that respects public freedoms.


LOT-0008
Enhancement of the territory.
This category includes solutions aimed at enhancing visibility, attractiveness, and dynamism of the territory, whether to attract businesses, support local trade, or develop an innovative tourism offering. It enables local authorities to rely on digital tools, intelligent services, or collaborative platforms to stimulate economic activity, highlight cultural or natural assets, and improve the image of the territory.


LOT-0009
Territorial decision support.
This category includes technological solutions designed to support public decision-makers in the planning, management, and evaluation of territorial policies. It structures visualization, simulation, predictive analysis, or data cross-referencing tools, decision support tools for risk mapping, management control, financial forecasting... making decision-making more effective, informed, and anticipatory at the local or intercommunal level.
