The purpose of the contract is:

Project management assistance services for the major renovation of the Auderghem municipal administration building with a view to:

- monitoring of the design and execution of building renovation works;

- control of costs and deadlines for these studies and renovation works.

The service provider is responsible for assisting the administration in the design and monitoring of the works program and contracts for architectural and engineering services and works, to estimate the cost of the works, the quality of the services and works and formulate proposals for optimization of schedules and costs.

The tenderer's attention is drawn to the fact that the administration envisages a contract for architectural services by competition or similar procedure making it possible to select a few projects to be submitted for consultation to the population through the assembly of inhabitants created by the municipal regulations relating to the residents' assembly (available on auderghem.be, section “Regulations”).

In addition, with regard to the town planning aspect of the project, the prior opinion of the master architect and of the project meetings will be compulsory (cf. on these points, www.bma.brussels; article 11/1 of the CoBAT and order of the government of the Brussels-Capital Region of 9.7.2019 listing the permit applications which require the opinion of the master architect and determining the terms of delivery of this opinion and article 188/2 of the CoBAT and order of the government of the Region of Bruxelles-Capitale of 23.5.2019 relating to the project meeting).

The market does not include architectural missions, safety and health coordination, nor the services of specialists in stability, special techniques and ILL.

All the works are estimated between 13,000,000 and 15,000,000 EUR (VAT and margin for modification and revision of the contract included).

- lot 1: assistance to the contracting authority for the major renovation work of the municipal administration building in Auderghem with a view to relocating there all the administration services currently present in the building as well as the services of the CPAS (centralization of services) (see appended reports;

- lot 2: assistance to the administration in the design and construction of the interior fittings of the new building with a view to relocating there all the administration services currently present in the building as well as the services of the CPAS (centralization of services) (see appended reports).

Place of provision of services:

Building, with a measurable area of + - 6,070m 2 , for use as a communal house with a parking complex in the basement, erected on and with a plot of land located Boulevard du Souverain 189 to 197 and Rue Emile Idiers 12 and 14, cadastral Section B number 275B2P0000.
