This tender includes the conclusion of a framework agreement with one company regarding technical assistance for the following 3 storm surge projects: • Storm surge plan for the Copenhagen area • Storm surge protection of Nordstrand in Dragør • Storm surge protection of Kastrup Peninsula
A feasibility study of an overall storm surge plan (the Storm Surge Plan) for the central part of the capital (henceforth referred to as Copenhagen) will be carried out.
Four working groups are hereby set up to carry out each of the sub-studies with the following chairmanship:
1)Security levels: Ministry of the Environment
2)Technology, environment and construction estimates: Sund & Bælt
3)Economy: Sund & Bælt
4) Financing, organisation and authority: Ministry of Transport
In order to ensure cross-border coordination, a coordination group (at Sund & Bælt) is set up, among other things, consisting of the heads of the working groups for each of the four sub-studies. The coordination group will also quality assure sub-study reports and prepare drafts of the overall reporting of the Storm Surge Plan. The Adviser shall assist in the following tasks:
Regarding Engineering, Environment and Plant Economics (TMA)
Sund & Bælt will carry out an analysis of technology, environment and construction economics for the entire Storm Surge Plan spread over a number of sections. The starting point is technical basic solutions for storm surge protection of sections with the possibility of options compared to solutions that also look at the importance for urban development, create natural and recreational values, etc. Sund & Bælt is investigating gate solutions in the south (Kalvebodbroerne) and in the north (Kronløbet) and coordinating the studies, which are carried out in collaboration with the relevant actors, including the municipalities, which provide input on each section.
In relation to the Storm Surge Plan, the project organization for this initially seeks services to prepare a sub-study for Engineering, Environment and Plant Economics, as well as support the coordination group's tasks in relation to quality assurance of sub-studies and carry out an overall reporting of the Storm Surge Plan.
In addition, the Consultant under the Framework Agreement shall assist in connection with the following projects:
Nordstrand in Dragør
A preliminary project and possibly a subsequent basis for decision-making, including environmental impact assessment, must be prepared, but the project is still under clarification. The preferred solution is currently a projecting dike located a few hundred meters out from Nordstrand.
Kastrup Peninsula
A storm surge protection of the Kastrup Peninsula will ensure several major infrastructure facilities and the companies located in the eastern airport area. There is a preliminary project on this flood protection, and the expectation is that a basis for decision will be prepared, including a screening of the environmental consequences.
Thus, the adviser is expected to assist with the following:
*Design and or optimization of dikes, structures and new locks
*Illuminate the area at Nordstrand and possibly the harbour at Dragør
*Illuminate Kastrup Peninsula in the northern part of the airport and the Øresund link
*Visualization of the project elements
*Description of possible means of access for the transport of material in the projects with the different choices
*Preparation of a report for the TMA sub-study for the Storm Surge Plan, which describes, among other things, overall environmental and natural conditions, including in particular in relation to aviation safety and Natura 2000 areas/regulations. Including identification of possible need for waiver procedures and potential showstoppers.
*Simulation of the impact of projects on regional, local hydrographic and coastal conditions.
*Preparation of overall report for the Storm Surge Plan, including joint contributions from 3 of the four working groups.
*Preparation of preliminary project and possible basis for decision for Dragør Nordstrand
*Preparation of decision basis for Kastrup Peninsula.
