The Maramureș County is implementing the project 'MaraHUB - Funding Libraries in Maramureș County to Become Digital Skills Development Hubs', funded under the NATIONAL RECOVERY AND RESILIENCE PLAN - COMPONENT 7 Digital Transformation - Operation D. Digital Skills, Human Capital, and Internet Use - INVESTMENT I17. Funding schemes for libraries to become hubs for digital skills development.
Through this project, the renovation of some libraries is aimed, as well as equipping all libraries included in the project with digital components.
The contracting authority will respond clearly and completely to all requests for clarifications or additional information on the 11th day before the deadline for the submission of offers, provided that these requests are made within the time specified in Section I of the Data Sheet, namely 18 days before the deadline for the submission of offers.

Supply of All-in-One Computers (Type 1), All-in-One Computers (Type 2) within the project 'MaraHUB - Funding Libraries in Maramureș County to Become Digital Skills Development Hubs'.
Through this, the contracting authority intends to purchase IT equipment: All-in-One Computers (Type 1), All-in-One Computers (Type 2).
By purchasing the products related to this procurement, the contracting authority intends to change/modernize IT equipment in 1030 libraries as well as develop basic skills, such as digital literacy, communication, media education, digital content creation, digital security, and digital entrepreneurial education, for a number of 100,000 citizens from disadvantaged communities.
Within the project, grants will be awarded based on a financing request for upgrades and extensions of library spaces, purchase of computers/tablets and training equipment, equipping maker-spaces and object libraries, training community members.
Delivery time: maximum 45 days
Note: Regarding co-financing from the local budget! The public procurement contract awarding procedure is initiated under this suspensive clause, in the sense that the conclusion of the public procurement contract is conditioned by the allocation of budgetary credits for this purpose, the signing of the contract to be made in compliance with the provisions regarding the commitment of expenses from the budgets that are subject to the public finance legislation.
Considering the provisions of Law no. 98/2016 regarding public procurement and H.G. no. 395/2016, with subsequent modifications and completions, the contracting authority specifies that it will conclude the contract with the bidder declared the winner only if the necessary funds for the procurement are ensured by the allocation of budgetary credits for this purpose. In case the budgetary credits are not allocated for any reason, the contracting authority, after receiving notification regarding the non-allocation of funding, reserves the right to cancel the awarding procedure, provided that there is no other source of funding, in accordance with the provisions of art. 212 para. (1) letter C) thesis 2 of Law 98/2016 with subsequent modifications and completions, making it impossible to conclude the public procurement contract.
Bidders in this procedure understand that the contracting authority cannot be held responsible for any damage in the event of cancellation of the awarding procedure, regardless of the nature of it and regardless of whether the contracting authority has been notified of the existence of such damage. By purchasing the products related to this procurement, the contracting authority aims to change/modernize IT equipment in 1030 libraries as well as to develop basic skills such as digital literacy, communication, media education, digital content creation, digital security, and digital entrepreneurial education for 100,000 citizens from disadvantaged communities.
Within the project, grants will be awarded based on a funding request for the modernization and expansion of library spaces, the purchase of computers/tablets and training equipment, equipping maker-spaces and object libraries, and training community members.
NOTE: Regarding co-financing from the local budget! The procedure for awarding the public procurement contract is initiated under the incidence of this suspensive clause, meaning that the conclusion of the public procurement contract is conditioned by the allocation of budgetary credits for this purpose, and the signing of the contract must comply with the provisions regarding the engagement of expenses from the budgets subject to the legislation on public finances.
Considering the provisions of Law no. 98/2016 regarding public procurement and HG no. 395/2016, with subsequent amendments and completions, the contracting authority specifies that it will conclude the contract with the declared winning bidder only to the extent that the necessary funds for the purchase are ensured by the allocation of budgetary credits for this purpose.
