The Ivorian Government has requested and obtained financing from the World Bank in the form of a credit to finance the cost of the Digital Acceleration Project in Côte d'Ivoire (PADCI). It proposes to use a portion of the funds obtained to make payments authorized under the contract for the recruitment of a consulting firm for the review of digital services deployed by the government and the mapping of e-services.
The overall objective of the mission is to carry out a comprehensive mapping and assessment of digital public services in Côte d'Ivoire, in order to obtain a comprehensive overview of the current situation and to propose specific recommendations to optimize the use and efficiency of these services.
The specific objectives of the mission are to:
The firm must have experience of at least two (02) missions in digital economy, public services, digital design, design thinking, user-centered design, experience in UX/UI, usability of digital platforms, digital project management, technological innovation, Public service management, communication and having carried out at least two (2) missions in public service management, digital design, design thinking and user-centered design.
The team proposed by the consultant must have the following profiles:
The consultant will have to produce Certificates of Good Performance (EBAs).
The mission will be carried out over a period of 180 days from the date of signature of the service order to start.
At the expression of interest stage, applications must include :
- A signed and stamped letter of expression of interest;
- in the case of a grouping, a signed and sealed agreement or draft grouping agreement;
- the presentation of the candidate (his legal existence, organizational chart, personnel);
- Curriculum Vitae of specialists and copies of diplomas are required;
- a copy of the RCCM or any other equivalent document for foreign companies;
- evidence of the firm's experience in carrying out similar assignments
(certificates of good performance or project sheet or certificate of service performed).
The recruitment of the consultant will be done according to the Selection based on the qualifications of the consultant (SQC) method in accordance with the Procurement Regulations for Borrowers Seeking Investment Project Financing (FPI), of 1 July 2016, revised in November 2017, in July 2018 and November 2020.
Expressions of interest must be submitted in a sealed envelope containing five (05) copies, including an original, all placed in the same envelope and clearly marked " Expression of interest for the Recruitment of a consulting firm for the development of a roadmap for the implementation of the "Critical Infrastructure Protection Plan" to be opened only in the opening session of the bids on Thursday, June 27, 2024 at 10 a.m. GMT at the address below. The public opening of the bids will take place on the same day at 10:30 a.m. GMT.

The mission will take place mainly in Abidjan. However, within the framework of the activities, the Consultant may be required to carry out missions in certain localities according to the needs of the services.
