  1. INTRODUCTION/BACKGROUND

The Ivorian Government has requested and obtained financing from the World Bank in the form of a credit to finance the cost of the Digital Acceleration Project in Côte d'Ivoire (PADCI). It proposes to use a portion of the funds obtained to make payments authorized under the contract for the recruitment of a consulting firm for the review of digital services deployed by the government and the mapping of e-services.


  1. OBJECTIVES OF THE MISSION

The overall objective of the mission is to carry out a comprehensive mapping and assessment of digital public services in Côte d'Ivoire, in order to obtain a comprehensive overview of the current situation and to propose specific recommendations to optimize the use and efficiency of these services.

The specific objectives of the mission are to:


  1. Establish an inventory of digital public services, including forms, applications, USSD codes and sites.

  2. Conduct a SWOT analysis of digital public services.

  3. Assess the relevance of services to the needs of citizens, civil servants and businesses.

  4. Ensure the quality and universal accessibility of online services.

  5. Identify standards and best practices for digital public services.

  6. Analyze the costs, benefits, and potential savings of services.

  7. Review coordination between departments and agencies for online services.

  8. Make recommendations to optimize the quality and efficiency of existing digital services.

  9. Formulate proposals for the implementation of new online public services.

  10. Promote the results of the evaluation to stakeholders.

  11. Propose a governance structure for the implementation and follow-up of recommendations.




  1. CONSULTANT PROFILE

The firm must have experience of at least two (02) missions in digital economy, public services, digital design, design thinking, user-centered design, experience in UX/UI, usability of digital platforms, digital project management, technological innovation, Public service management, communication and having carried out at least two (2) missions in public service management, digital design, design thinking and user-centered design.

The team proposed by the consultant must have the following profiles:


  • Head of mission: The head of mission must hold a BAC + 5 degree in the field of Telecommunications /ICT networks or any other related field, have at least fifteen (15) years of professional experience in the fields of Telecommunications/ICT networks, of  the digital economy, public services, digital design, design thinking, digital project management, technological innovation, public service management, customer and user experience, communication or any other related field, and have conducted at least four (04) projects in the field of  digital economy, public services, digital design, technological innovation;

  • ICT Expert 1 : The expert must have at least a BAC + 5 degree in the field of  Telecommunications /ICT networks or any other related field; have at least Ten (10) years of professional experience in the fields of telecommunications/ICT, digital economy, public services, digital design, design thinking in any other related field, have participated in or led at least two (02) projects  in the design and implementation of large-scale digital public services and in the application of design thinking methodologies to public service projects

  • ICT Expert 2: The expert must have at least a BAC + 5 degree in the field of  Telecommunications /ICT networks or any other related field; have at least Ten (10) years of professional experience in the fields of drafting and developing standards or standards for projects digital or public services, the development of digital public or private service mapping in any other related field, having participated in or led at least two (02) projects of government entities or public bodies and in the development of digital public or private service mapping.

The consultant will have to produce Certificates of Good Performance (EBAs).


  1. ESTIMATED DURATION OF THE MISSION

The mission will be carried out over a period of 180 days from the date of signature of the service order to start.


  1. Preparation of the file

 At the expression of interest stage, applications must include :

-           A signed and stamped letter of expression of interest;

-           in the case of a grouping, a signed and  sealed agreement or draft grouping agreement;

-           the presentation of the candidate (his legal existence, organizational chart, personnel); 

-           Curriculum Vitae of specialists and copies of diplomas are required;

-           a copy of the RCCM or any other equivalent document for foreign companies;

-           evidence of the firm's experience in carrying out similar assignments

           (certificates of good performance or project sheet or certificate of service performed).


  1. Méthode de sélection

The recruitment of the consultant will be done according to the Selection based on the qualifications of the consultant (SQC) method in accordance with the Procurement Regulations for Borrowers Seeking Investment Project Financing (FPI), of 1 July 2016, revised in November 2017, in July 2018 and November 2020.

Expressions of interest must be submitted in a sealed envelope containing five (05) copies, including an original, all placed in the same envelope and clearly marked " Expression of interest for the Recruitment of a consulting firm for the development of a roadmap for the implementation of the "Critical Infrastructure Protection Plan" to be opened only in the opening session of the bids on Thursday, June 27, 2024 at 10 a.m. GMT at the address below. The public opening of the bids will take place on the same day at 10:30 a.m. GMT.

  1. LOCATION OF THE MISSION

The mission will take place mainly in Abidjan. However, within the framework of the activities, the Consultant may be required to carry out missions in certain localities according to the needs of the services.
