The subject of the procurement is the establishment of a Central Technical Dispatching (CTD), which encompasses a traffic control center, a technological monitoring center, a traffic information center, a traffic model, and other technologies ensuring the transmission, processing, evaluation, storage, and distribution of current traffic data and control instructions for related telematics applications and users of the city's traffic system. The CTD does not include a workspace for permanent dispatch monitoring. Access to the system will be realized through a web browser from any workstation within the metropolitan network. The Central Technical Dispatching will serve to monitor the traffic situation in the city of Jihlava, to actively influence traffic through available ITS technologies, especially traffic lights, to monitor the operation of ITS technologies, to exchange traffic information with NDIC, to publish current traffic information, and to provide traffic data to specialists.
The subject of the public procurement is divided into three phases, namely:
a) Phase 1 – development and implementation of a new information system, supply of related hardware equipment and licenses, all according to Appendix No. 3a of the procurement documentation,
b) Phase 2 – provision of maintenance services for the implemented information system according to Appendix No. 3b of the procurement documentation,
c) Phase 3 – development services for the implemented information system according to Appendix No. 3b of the procurement documentation.
All phases of the procurement will be fulfilled by a single supplier (i.e., the public procurement is not divided into parts within the meaning of § 35 of the law).
