Finance Department, Government of Punjab in collaboration with World Bank is implementing Punjab Resource Improvement & Digital Effectiveness (PRIDE) Program worth USD 304 Million. The main objective of the Program is “to increase Own Source Revenue and improve reliability of resource allocation and access to digital services for people and firms in the province of Punjab”.



 



In this connection, PFMU intends to hire the consultancy services (“Services”) for ASSESSMENT AND DESIGN IMPROVEMENTS OF THE GOVERNMENT’S E-PROCUREMENT SYSTEM AND PUBLIC PROCUREMENT PORTAL to enhance the usability and user-centricity of the Public Procurement Regulatory Authority's (PPRA) basic public portal and e-procurement system namely e-PADS, thereby improving governance, management, transparency, accountability, and the quality of public procurements.



 



PFMU, Finance Department, Government of the Punjab invites EOI from interested/eligible consulting firms who should provide information demonstrating that they have the required qualifications and relevant experience to perform the “Services”. The detailed Terms of Reference (TOR) can be found at  www.finance.punjab.gov.pk  or can be obtained from the office of undersigned.



Consultant’s Shorting Criteria:



Expression of Interest (EOI) evaluation shall be based on the following criteria given in succeeding paras in line with World Bank Procurement Guidelines and level of compliance demonstrated by the Applicant’s responses in the forms given in this document:




  1. Prequalification/EOI Application Responsiveness: Responsiveness of EOI application will be established based on compliance of all instruction delineated in this REOI document.

  2. Mandatory Requirements/ Eligibility Criteria.    After    establishment/confirmation    of    responsiveness    of    the application, it shall be evaluated based on mandatory requirements.

  3. Prequalification/ Shortlisting Criteria for evaluation of applications which are responsive and fulfill mandatory requirements.

3. Technical and Managerial Capability

The firm should have adequate technical and managerial capability and relevant professional staff to deliver quality work as detailed in the ToRs. Proven expertise in preparing quality reports with respect to IT system Assessment And Design Improvements.



 



Support team of at least 10 technical personnel  with demonstrated experience on similar assignments, for delivering within a 3-month timeframe.



 



(03 marks for each qualified key professional with relevant project experience)

Documents Required: Staff strength in tabular form including designation, qualifications, years of relevant experience, and relevant project completed /references must be submitted (CVs are not required at this stage)



 



 




 



The attention of interested Consultants is drawn to paragraph 3.17 of World Bank Procurement Regulations 2023 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 



 



At RFP stage, consultant will be selected in accordance with Consultant Qualification Selection (CQS) method set out in the World Bank's Procurement Regulations. Further information can be obtained at the address below during office hours (0900 to 1700 hours). Applications along with Expressions of interest (3 hard copies + one soft copy) must be delivered in a written form to the address below (in person, or by mail) on or before 06th November, 2025 at 12:00PM. The submitted EOI will be opened in presence of authorized representative of bidders who may choose to attend on same date at 12:30 PM.
