The purpose of this contract is to carry out a joint evaluation of the various experimental programmes open to adapted companies. It relates to their implementation and their impact, according to the criteria usually used in formulating evaluation questions, relevance and coherence of the programme, effectiveness of implementation, effectiveness, efficiency and impact. In view, precisely, of the experimental nature of these programmes, the evaluation will also aim to determine the conditions for spreading out and generalising practices that have the most tangible positive effects, both on the situation of the beneficiaries and on that of the AEs which have implemented them. The purpose of this contract is also to analyze the strategy for exploiting the data present in the EA information system and thus to help improve the management of the “EA device”
The purpose of this contract is to carry out a joint evaluation of the various experimental programmes open to adapted companies. The objectives of this evaluation are to question their implementation, the initial results observed and to interrogate these programmes according to the criteria of relevance and coherence of the programme, effectiveness of implementation, efficiency and sustainability (see the sample of possible evaluative questions in the table below). Given precisely the experimental nature of these programmes, the evaluation will also aim to determine the conditions for spreading out and generalising practices that have the most tangible positive effects, both on the situation of the beneficiaries and on that of the EA which have implemented them.In terms of results or even impact on the beneficiaries from the first cohorts, the evaluation will focus in particular on estimating the effect of experiments on: - the implementation of the support function, the determination and access to training programmes; - access to employment for workers recognized as disabled and the quality of the career transition path of people accompanied, the transformation of business models, operating modalities and the economic and financial equilibrium of AEs, before and after the determination of the new intervention framework for AEs and the entry into experimentations.- public finances. The aim of this contract is also to analyze the strategy of exploitation of the data present in the information system of the EA and thus to help improve the management of the “EA system” In this context, the expected deliverables are: - a scoping and problematic note defining the hypotheses, methods and means implemented for the evaluation.- An intermediate stage note, based on the work carried out (interviews; documentary analyses; first treatments of materials and data; etc.) -a progress note including in particular a state of the empiry collected (qualification of the materials), a detailed plan of the monographs (a maximum number of fifteen case studies is planned for the two experiments) and - in the light of the configurations of implementation of the experimentations - the statement of a comparison strategy between the data of field and the program monitoring data present in the information system Ea. -All the monographs resulting from the field survey; - an analysis of the reconciliation of the data and a progress note on the analysis of the trajectories of people, including an overall synthesis of the monographic works and the putting into perspective of the conditions of implementation of the experiments; - an evaluation report comprising at least two components: a component dedicated to the results of field surveys in terms of evaluation and another, to the comparison between these surveys and program data in terms of piloting. The report is accompanied by its summary note summarizing the analysis of the trajectories of people's journeys and an overall summary of the work necessary for the preparation of the pre-report. -Pre-report of the service provider with recommendations and recommendations in order to feed discussions with the scientific committee and the national monitoring committee of experiments.
