The municipalities of Burlöv, Kävlinge and Staffanstorp (hereinafter referred to as "BKS") hereby invite interested suppliers (hereinafter referred to as "applicants") to submit an application for participation in a competitive dialogue covering a turnkey commitment regarding operational service delivery IT.
Introduction
The municipalities of Burlöv, Kävlinge and Staffanstorp have established a collaboration on IT with an IT Cooperation Committee under which a joint IT organization operates. The municipalities together and the cooperation on IT are referred to in the procurement documents that BKS, Cooperation Committee IT has the strategic responsibility for the cooperation with representation from the municipalities included in the collaboration and the IT organization is responsible for access to and delivery of IT services to the municipalities' operations. Organisationally, Kävlinge is the host municipality for the IT Joint Committee and for the IT organisation, as well as the responsible authority for this procurement. In total, the three municipalities' assignments cover about 79,000 residents, about 5,000 employees and about 11,000 students. The municipalities are responsible for a number of different activities such as schools and education, health and social care, social services, culture, leisure, urban planning, streets and roads, environmental protection, etc. All three municipalities have a positive population growth and towns are growing, new residential areas are being built and old ones are being developed.
Call to apply to participate in procurement
The procurement covers the following delivery areas:
User-oriented IT services
Capacity services (server, storage, backup and instruction-based application operation)
Nätverkskommunikation
Central infrastructure services
As well as overall delivery support functions and activities, such as ITSM systems and processes, collaboration, SLA model, IT security.The invitation includes an overall description of BKS's objectives, requirements and needs for this procurement. The invitation is answered with an application to participate in the dialogue through Mercell Tendsign, completion of and attachment of response templates and any appendices, and a short letter of introduction.
The procurement includes a service delivery agreement for IT services in delivery areas as stated in this documentation. BKS will choose a supplier who will be responsible for the entire service delivery and for carrying out a Implementation Project with the aim of taking over responsibility for existing outsourced services (User-oriented IT services) as well as the internal operational IT delivery (Capacity Services, Network Communication and Central Infrastructure Services).
After qualification, three (3) applying suppliers will be invited to a dialogue. If more than three (3) applicants qualify, a selection will be made in accordance with section 5.Selection. If fewer than three applicants qualify, applicants who qualify will be invited to dialogue.
The locations for the delivery are all premises where the operations of the participating municipalities operate. At present, the municipalities' joint network includes just under 200 properties within the municipalities' borders.
No volume guarantees can be given for the agreement over time, but the service delivery follows the businesses' concrete needs for services within the scope of the service delivery.
