Green space and open space development concept

The GRC to be drawn up is intended to further develop the principles of existing planning, in particular the master plan "Freiraum schafft Stadtraum" and the "Stadtökologische Beitrag für den Essener Norden (STÖB)", and to focus on the current ecological, climatic, urban planning and social challenges in connection and interaction. A special focus will be placed on the three thematic areas of climate adaptation, biodiversity and environmental justice.

As a comprehensive planning instrument, the CSF is intended to include the following tasks in particular:

- Orientation for all questions of future green system developments (developing, expanding, networking),

- Decision-making support for green planning decisions within the framework of urban land-use planning and for land purchases for green system expansion,

- sectoral sectoral plan for green planning and open space development, taking into account and integrating the interests of urban, demographic and environmental issues.

Introduction and task:

Through forward-looking and integrated green space development, Essen has developed into a green city in the conurbation in the Ruhr metropolitan region. Based on individual historic gardens, the purchase and opening of the first public parking areas, plans for a municipal green space system were developed as early as 1927. To this day, they are the basis for all subsequent regional and municipal open space planning, such as the Emscher Landscape Park 2010, the Emscher-Future Master Plan, the "Urban Ecological Contribution for the North of Essen (2000)" or the urban master plan "Freiraum schafft Stadtraum" (2006).

Despite the large number of already existing green and open space planning individual concepts and plans, the city of Essen currently does not have a city-wide concept that contains a clear idea and direction for the future development of green and open space. Adapting to past or outstanding turning points in the field of climate and climate adaptation, biodiversity, environmental justice and urban development under simultaneously increasing land pressure requires the realignment of sustainable and future-oriented specialist planning.

The City of Essen therefore intends to create concepts, brochures and guidelines under the title "Master Plan Urban Green 2030" that address urban green spaces in all its facets. The aim is to master the current diverse challenges such as climate change, biodiversity loss and land competition in urban areas. The main part of the Urban Green Master Plan is to be a city-wide green space and open space development concept (GRC), which has been drawn up for the first time. As a planning instrument for Faculty 67, Grün and Gruga, this is intended to present clear ideas for the future development of an open space system and to ensure sufficient open space supply as well as continuity in open space.

The GRC is to be coordinated within the administration and decided by the Council of the City of Essen.

The present tender includes the preparation of the green space and open space development concept.

Stage 1 Application (this part of the procedure)

- Submission of the application form including the required proof of suitability (of at least 1 reference project, including reference letter) Proof that a comparable concept has already been created in the past 7 years

- Review, evaluation and selection of the applications received, with regard to the eligibility criteria. Employee suitability (proof that employees with the following training courses are employed: landscape architecture, landscape ecology, biology, nature conservation, geography with a focus on landscape ecology or comparable); Proof and number of experienced employees

- The first five participants with the highest score/percentage will be admitted to level 2.

Stage 2 Bid evaluation (the following part of the procedure):

For the evaluation of the individual offers, it is necessary that each bidder gives the jury members an impression of the following points in a personal presentation:

a) Presentation of his understanding of tasks

b) Presentation of a concept and first basic ideas for the performance of services

The tender shall be evaluated on the basis of the following award criteria:

Concept 60 %

This is divided into

1.Aufgabenverständnis 30 %

2. Degree of fulfilment of the advertised services in the concept 30 %

Honorarangebot 30 %

Presentation 10 %

For the processing of sub-modules 1 and 2 (see also task description) there is a cost ceiling of EUR 245,000 gross, which must be complied with.

The processing time is 18 months after placing the order.
