This procedure is to be used to commission the conversion of measuring vehicles of Toll Collect GmbH. The conversion includes the removal of hardware from measuring vehicles in use ("old vehicles"), as well as the installation in new measuring vehicles including the dismantling of the old vehicles to their original condition for the purpose of returning them to the lessor and related services.

Since 1 January 2004, vehicles with a gross vehicle weight of 7.5 tonnes or more have had to pay tolls on motorways and some motorway-like roads in Germany. According to § 1 of the Federal Highway Toll Act, all domestic and foreign motor vehicles or vehicle combinations with a permissible total weight of at least 7.5 tonnes that are intended for road haulage (1st alternative) or are used for this purpose (2nd alternative) are subject to tolls.

The automatic procedure of the German toll system is GPS-based, i.e. the On-Board Units (FzG), also known as "On Board Unit" (OBU), constantly update their position by receiving the GPS signal, automatically recognize and collect the toll road sections. The route sections are stored on the vehicle in the form of digital map information as part of the necessary operating data.

Due to the complexity of the toll and road system, it is necessary to keep the operating data of the vehicle up to date on a regular basis or to record changes.

For these purposes, Toll Collect GmbH maintains a fleet of 31 measuring vehicles (MFZ), which are equipped with 16 vehicles from various manufacturers. As a result, a valid statement can be made quickly about the correct function of a previously carried out operating update. The measurement technology installed in the measuring vehicles also serves as the basis for toll collection for basic data collection.

Other tasks include testing operational data updates prior to field implementation to detect and correct potential deviations at an early stage, as well as capturing new track sections. This update is fully automated through communication via the mobile networks.

The conversion of at least 20 vehicles is planned. Up to 13 additional vehicles are to be converted as an option.

The client is currently planning to set up the measurement vehicles on possibly different vehicle platforms (fully electric, hybrid, combustion engine).
