The State Environment Agency (LfU) has been operating the central air pollution monitoring network "ZI-MEN" on behalf of the Ministry for Climate Protection, Environment, Energy, and Mobility of Rhineland-Palatinate since 1978. This monitoring network serves to fulfill the legal measurement obligations according to the 39th BImSchV and to monitor the target and limit values set therein. In this context, the air pollutant fine particulate matter with fractions PM10 and PM2.5 is determined at 24 measuring points using continuously registering analyzers. The devices currently used for this purpose have reached the end of their service life, which is why all 29 measurement locations of the air monitoring network are to be successively replaced with current measuring technology over the next four years. For this reason, a framework agreement is to be concluded with an economic participant through the procurement procedure underlying this notice. The monitoring network is to be equipped with measuring devices that can determine the fine particulate fractions PM 10 and PM 2.5 in a single device using purely optical analytics.

Procurement of optical measuring devices for the detection of PM2.5 / PM10 dust fraction concentrations.
As a unit "measuring device," the entire measuring point is understood, meaning the measuring device including all necessary peripherals for operation (sampling tube, roof penetration, sampling head, weather station, etc.). The service described here includes the pure delivery service of the measuring points to the fulfillment location specified in Section 3.1 and an initial training. The installation and commissioning of the measuring points in the measuring stations will be carried out by the LfU. All required documents and descriptions must be submitted in German. The delivery of the unit "measuring device" per measuring point is to be offered per device in item 1 of the price sheet (Form 302). Scope (1) The framework agreement (see Form 414) will be concluded without a minimum purchase quantity and with a maximum limit of 29 devices over the entire contract duration. (2) The client intends to call off about 8 devices per calendar year. There is no entitlement for the contractor to a minimum quantity. (3) Depending on the offered price and available budget, the client intends to procure between 5 and 8 devices in the calendar year 2025. For the calendar year 2025, a binding minimum purchase of 4 devices will therefore be agreed, contrary to the regulation in (1). These devices are to be delivered to the delivery location according to Section 3.1 no later than December 12, 2025, after the order, which will take place immediately after the award of contract.
