The Association of State Secondary Schools in Unterschleißheim is planning an expansion with 12 classes (approx. 2,600 sqm GFA) and conversion of 5 existing classes into specialist rooms of the Carl-Orff-Gymnasium in Unterschleißheim as well as the renewal of the outdoor facilities (approx. 7,500 sqm) and sports areas (approx. 2,500 sqm). According to the cost estimate from the feasibility study, total costs of approx. € 10 million gross (KG 300-500) are assumed. The conversion/expansion will take place during the ongoing operation of the grammar school. It is intended to commission the project management services in stages, with service level II to be started immediately after the contract has been awarded.
By concluding a project management contract with a provider, the Zweckverband Staatliche höhere Schulen in Unterschleißheim intends to commission the provider with the provision of project control services within the meaning of § 2 of the Service and Fee Schedule Project Management in the Construction and Real Estate Industry of the AHO Expert Commission (AHO Publication Series No. 9, version as of March 2020) for the construction project. The contractor's performance shall essentially comprise project stages II (partially) – V in accordance with the scope set out in the draft project tax agreement.
In variant E of the feasibility study (see p. 44ff.), the project is to lead to the construction of a new school building as a cluster building on the school grounds with a rearrangement of the open spaces, including the construction of new sports facilities, etc. For the school building on two full floors with 12 classrooms, there is a presentation concretizing variant 2.1 by the commissioned architectural firm H2M dated 15.03.2023. In addition, parallel renovation work is to be carried out in the existing building to ensure modern school operations at the Carl-Orff-Gymnasium. The measure is flanked by plans to build a simple sports hall between the existing building of the 3-fold gymnasium and the new extension, which have not yet been completed. The association's decision for this is currently in preparation and will be made by 09/2023 at the latest. The scope of services for the sports hall is already taken into account in the contract and in this award procedure as an option to be exercised by the special-purpose association.
School operations will continue uninterrupted throughout the construction project. This results in special control and coordination tasks for the following planning and service areas:
– Baustellenlogistik
– Open spaces and traffic areas
In addition to user coordination, a central task of the contractor will be the control and coordination of the planners already commissioned as well as the development and support of the funding applications.
Changes to the planning approved by the special-purpose association, which can also be revised in the course of the execution of the order, must be taken into account and taken into account in the future. Within the meaning of Section 132 (2) ARC, the special-purpose association reserves the right to change the scope of the project management services in accordance with the rights provided for in the contract with regard to changes in services or by concretizing orders, e.g. in the event of any adjustments and changes to the architect's designs, in the individual project stages and phases, without this changing/may change the overall character of the project management contract.
