Regiobus Mittelachsen GmbH announces a framework contract for subcontracting services with a total volume of 3 008 912 km / year. The services are divided into 15 quotas, which are made up as follows:
- Quota 1: approx. 230 843 km / year, 4 solo buses are required;
- Contingent 2: approx. 145 779 km / year, 3 solo buses are required;
- Quota 3: approx. 299 731 km / year, 6 vehicles are required (37.35% are to be provided with minibuses, solo buses are required for the rest);
- Quota 4: approx. 134 085 km / year, 4 solo buses are required;
- Quota 5: approx. 218 275 km / year, 4 solo buses are required;
- Quota 6: approx. 139 077 km / year, 3 solo buses are required;
- Contingent 7: approx. 64 163 km / year, required is a solo bus;
- Contingent 8: approx. 268 592 km / year, 4 solo buses are required;
- Contingent 9: approx. 207 602 km / year, 5 solo buses are required;
- Contingent 10: approx. 205 170 km / year, 4 solo buses are required;
- Contingent 11: approx. 256 205 km / year, 5 solo buses are required;
- Contingent 12: approx. 245 970 km / year, 5 solo buses are required;
- Contingent 13: approx. 209 421 km / year, 5 solo buses are required;
- Contingent 14: approx. 193 282 km / year, 5 solo buses are required;
- Contingent 15: approx. 190 718 km / year, 4 solo buses are required.
The details of the quotas can be found in the tender documents. The subject of this announcement is a framework contract that receives the general conditions that apply to all contractors. Under this framework contract, the successful bidders receive individual orders in which the respective quotas and remuneration are regulated.
Each bidder specifies the maximum number of timetable KM / year he can drive in his application for participation ("individual upper limit"). In the second phase of the procedure, the bidder decides for which quotas they submit offers.
The AG generally provides that each bidder receives a maximum of 850,000 Fpl.-km / year ("client-side upper limit"). The allocation of quotas is based on the following scheme:
The yardstick for the surcharge is the cheapest combination and therefore the cheapest total price for the RBM, i.e. the tendering agency, from all conceivable combinations of the offer prices for individual quotas, such as those completely according to the boundary conditions "client-side upper limit" for a bidder and "individual upper limit of the individual Bidders "are permitted.
1. For all individual quotas, the bids of the bidders are ranked according to their individual prices.
2. It is then checked whether the combination of the cheapest offer prices meets the boundary conditions. If this is not the case, the combination with the cheapest price is deteriorated in such a way that the second best offer is formed for each individual quota in conjunction with the remaining best price offers for all other quotas. For these combinations, too, it is checked whether the boundary conditions are met. If this is not the case, combinations that are not permitted are excluded. The cheapest and the second cheapest of the permitted combinations are listed.
3. Then the respective third place prices in connection with the otherwise cheapest single contingents are based on the same principle as in 2 formed, the fulfillment of the boundary conditions checked and the ranking of the permissible combinations of offers determined. Again, the two best combinations are selected.
New combinations are created until the 2 cheapest combinations of the permitted combinations are exceeded by 2 further combinations in the total price. The contract will be awarded to the cheapest of the 4 combinations.
If, contrary to expectations, there are fewer providers than expected in the procedure, the AG reserves the right to give individual bidders, whose individual upper limit allows, more than 850,000 km / year.
