On the basis of this framework agreement, the South East Finland ELY Center will outsource traffic planning expertise to the South East Finland ELY Center.
In addition to the ELY Center for Southeastern Finland, the Fairway Agency and the municipalities of the region (Kouvola, Kotka, Hamina, Miehikkälä, Pyhtää, Virolahti, Iitti (Transition to Päijät-Häme Provincial Association), Lappeenranta, Imatra, Imatra, , Ruokolahti, Lemi, Rautjärvi, Taipalsaari) and provincial federations (South Karelia and Kymenlaakso). Projects in the border regions of ELY Centers may extend to the territory of another ELY Center (Uusimaa ELY Center, Häme ELY Center, South Savo ELY Center, North Karelia ELY Center).
The financing of an individual project may consist wholly or partly of EU funding (eg ENI CBC projects).
The framework agreement covers road safety, transport system, public transport, traffic management and environmental management, as well as expert services in the field of environmental engineering sub-assemblies. Examples of framework-ordered jobs by technology are given below:

Road safety expert services can include road safety plans for municipalities and sub-regions, roadside road safety audits, plan audits, traffic management plans, various needs and pre-feasibility studies, and general road safety plans. In addition, this area may include tasks related to supporting road safety work, supporting and activating cross-administrative work in municipalities.

Transport system expert services may include needs analysis for individual fairway projects, preliminary and action plans, provincial or sub-regional transport system planning, strategic level transport system planning, various network and site-specific traffic surveys, , Sustainable Mobility Plans, Customer Needs Analysis and Analysis, Route and Special Transportation Route and Case Studies, Road Management and Maintenance Studies, Road Management Project Programming and Project Validation (Project Evaluation) Tasks.
With regard to transport technology, expert services may include different types
Project and Impact Assessments, Traffic Estimates and Economic Assessments.
For land use, expert services may include land use planning studies, joint transport and land use plans,
Traffic planning and regional reservation plans serving the planning.
With regard to the promotion of walking and cycling, specialist services may include plans and studies for walking and cycling, and specific tasks related to the development and activation of walking and cycling.
Public transport
Public transport expert services may include public transportation
Design and development studies, ticket and information system design, public transport assistance, service level studies, and public transportation and alignment plans.
Traffic management
Expert traffic management services may include traffic control and signposting planning, simulations and performance reviews, analysis and modeling of traffic networks, and network-based reviews and prioritization of traffic management tools.
Environmental management and reporting
Environmental and Environmental Expertise Services may include plans or studies for nature and the environment, and sustainable development, monitoring measurements and related reporting.
Other similar assignments and separate tasks related to traffic planning can also be performed through this framework contract. The services will be provided under the terms of a framework agreement.
The amount of work to be carried out under the framework agreement is EUR 1 000 000 (VAT 0%) during the framework agreement. The funding used for the framework agreement is determined annually by the state's funding for the ELY Center for Southeast Finland.
