Description:
The Western Uusimaa welfare area is seeking suppliers' interest for the acquisition of a SaaS-based assistive device registry essential for managing medical rehabilitation and assistive device services.

THIS IS NOT A PRELIMINARY NOTICE, PROCUREMENT NOTICE, OR REQUEST FOR PROPOSALS BUT A NOTICE OF INITIATING MARKET DIALOGUE AS PART OF PROCUREMENT PLANNING. The Western Uusimaa welfare area is surveying Suppliers' interest in the competition for the acquisition of the assistive device registry. The subject of the procurement is the assistive device registry as a SaaS service. According to the law, the welfare area must organize medical rehabilitation and assistive device services related to the patient's medical care. Assistive device services are provided in primary healthcare in the Western Uusimaa welfare area. A proper register must be maintained of assistive devices in use, passed on, or otherwise under management, including the device's maintenance history and traceability. Assistive devices acquired by the healthcare unit must be recorded in the registry system using the SFS-EN ISO 9999 classification. According to the Act on certain medical devices stipulated in EU directives (629/2010), a professional user must maintain a proper register of assistive devices in use, passed on, or otherwise under management. Assistive devices procured by healthcare will remain in the operational unit's assistive device registry, even if the insurance company reimburses the costs incurred in their procurement. These devices are recommended to be registered so that they can be distinguished from other assistive devices acquired by the operational unit if necessary. The registry/tracking system must also record the maintenance history of the assistive device and allow for the traceability of the devices. For example, as a result of a dangerous situation report, there may be a need to repair or withdraw all assistive devices of a certain brand from use. The assistive device registry is needed for the implementation of the tasks described above. Interest in the procurement and responses to the questions presented in the request for information are asked to be submitted via email by April 3, 2025, at 12:00 to hankinta@luvn.fi. Registration must be titled as follows: “Registration for Dialogue: Acquisition of Assistive Device Registry” The registration must also include the following information: • Name of the participating company • Contact person's name, phone number, and email address • Name of the solution offered by the company We will contact all those who have expressed interest. Based on the responses, some suppliers may be offered the opportunity to present their solutions later in market dialogue events. Arrangements for the events will be announced separately to those invited. The procurement unit may use the responses in planning the potential acquisition, and those who responded to the request for information may also later receive request for proposal documents for comment. Our aim is to clarify the subject of the acquisition, requirements, and procurement method based on the information obtained from the market dialogue. Expressing interest in the request for information does not bind the Supplier to participate in the bidding competition, nor is it a prerequisite for later participation in the actual bidding competition. However, the request for information does not obligate the procurement unit to carry out the actual bidding competition. The request does not include a questions and answers stage at all. There is no compensation for responding to the request for information or participating in the market dialogue. The procurement unit processes the information provided by the companies participating in the dialogue confidentially. The names or other information of the companies participating in the dialogue will not be published.
