The object of the contract to be awarded consists of the supply and provision of services for the development and implementation of an "INTEGRATED OPERATIONAL MONITORING INFORMATION SYSTEM" that will ensure the long-term general sustainability of the company in terms of personnel availability and mobility, from the perspective of providing logistical support and implicitly cost-wise, within the agreed period and in accordance with contractual obligations, with the following main components:
1. GIS component, which will allow management and analysis of spatial data concerning the entire water production infrastructure and water networks (intakes, adduction pipelines, transport networks, etc.)
2. SCADA component - modernization and improvement of the system
3. Integrated IoT and digitalization information system component
a Smart measurement component, consisting of a number of new flow meters equipped with IoT-type communication modules, which will create a unified monitoring system of water networks
b Digital platform component for data collection from the flow meters and management of information from the flow meters (MDC – Meter Data Collection)
C Digital platform component for data storage and analysis from the flow meters, as well as for general management of the flow meters park (MDM – Meter Data Management)
The general objective of the project is to optimize the operation and monitoring of infrastructure, detect losses or topology or execution defects in networks through: installing an efficient metering and monitoring system; implementing an integrated information system for infrastructure and water loss management, providing specific solutions for water supply and distribution management; a system that integrates existing systems and provides the foundation for future developments, creating the intelligent water network's foundation.
Achieving this objective will ensure the efficient use and sustainability of water sector investments and will allow the acceleration of decisions to improve service quality, maintaining main parameters (pressure, flow, quality) at a high level, and also customer satisfaction regarding operability. The proposed Information System to be procured will be a completely new platform common to the user groups and target activities, with a core of compatible databases and operating systems and with the existing SCADA system, for integration and interoperability.
It will be a unitary construction, but with user rights structured over distinct custom modules.
These modules are distinct software applications, customized by user groups, allowing both the editing of field data and the addition of files such as images, PDFs, or videos into the common database/storage system, as well as access of users to all technical, telemetry, SCADA, and spatial (GIS) information. The software modules will be web-based with GPRS-GSM data transmission, but will allow editing and access to all GIS projects data or without map components and in the absence of GSM signal, in deficient areas with automatic or semi-automatic synchronization afterwards. Applications will be secured for each device through password and username and will be able to operate on the implemented project locally and offline on the installed module, as well as via WEB/online.
Economic operators can request clarifications or additional information related to the award documentation 19 days before the submission deadline of tenders. The contracting entity will clearly and completely respond to all requests for clarifications/additional information related to the award documentation, on the 11th day before the offer submission deadline.

Network-type interconnection of user groups, necessary for communication of relevant data and information between organizational structures involved in target activities, will be done at server level through the common database.

The execution period of the contract is a maximum of 12 months from the service commencement order, divided into phases/stages according to the "Product and Service Delivery Plan".
