The object of the contract is the supply of ICT software and equipment and the development of applications for the creation of a Smart City, focusing on people and the environment, in which sustainable economic development is achieved, as well as optimal energy performance of buildings and equipment of the Municipality. In addition, the aim of the Digital Strategy of the Municipality is to create an integrated framework for the provision of high quality social and welfare services to all and to create a high level of quality of life in an environment of open, transparent procedures that protects residents and the city's data, ensures the trust of residents and constantly enhances its digital identity as a whole. The main priority axes for the digital transformation of the Municipality are the environment, the cohesion of society and the provision of smart living services, as well as a smart and safe Municipality. In particular, in this context, the following will be implemented in the Municipality of Mylopotamos:

LOT-0001
Traffic Office Organization and Management of Municipal Vehicle Fleet.
This action concerns the development of a platform for the monitoring and management of the entire fleet of vehicles of the municipality, with the installation of a modern telematics unit and screen inside each vehicle and connection to central management software. The use of the platform will achieve the verification of vehicle traffic in real time and the routes made, the control of compliance with planning and execution of routes, as well as significant fuel savings. The proposed project will include the management of the municipality's vehicle registry, which in total includes forty (40) vehicles (33 vehicles, of which 11 aircraft and 7 construction machinery) It is noted that five of the above vehicles will not be included in the municipal fleet management system due to non-operation and old technology. The minimum requirements of this action include:
• Centralized management application
• Vehicle register with data related to them (registration dates, vehicle documents, repairs, KTEO, incidents, etc.)
• Vehicle application software and hardware
• Automated notification of expiration dates and/or renewal of vehicle and driver documents.

LOT-0002
Smart energy management systems for municipal and school buildings.
This action concerns the supply of an integrated energy consumption management system in public infrastructure and buildings. It will incorporate a holistic approach to the management of energy data and additional information collected, processed and analyzed by the energy management information system. The proposed platform will be able to integrate within its open architecture a series of different network portals, energy sensors (at panel level as well as at selected points / sockets). Twelve (12) buildings will be included in this system in the Municipality of Mylopotamos. The minimum requirements of this action include:
• Development of a friendly user interface
• Provision of remote monitoring of building consumption with historical data
• Enable remote control of building automation
• Scheduling of actions
• Display notifications in case of failures

Smart city/municipality guide with local business recording.
The proposed action concerns the creation of a platform - central information and communication point of local businesses with the Municipality where the image of businesses in the services of the Municipality will be recorded, at the same time that businesses present either briefly or analytically their products and services with periodic update. The platform will have mechanisms for measuring the use of the information provided with capabilities to analyze and process data always within the limits of the General Data Protection Regulation. The minimum requirements of the project include:
• Support data analysis and processing
• Support diagramming and reporting
• Calendar of Events to inform users about current and future events taking place in the wider area of the Municipality, in the sense that it will be possible through the application for each user to watch and search for events held on specific dates in the Municipality
• Job Registration System for local businesses, in the sense that businesses will be able to register vacancies, in order for interested job seekers to contact them to submit CVs and get in touch for any interview
• Mobile User Application, Web App
The act will further contribute to the creation of experiential consumption habits, with a positive imprint on the qualitative, balanced and sustainable economic exploitation of the study area.
It is noted that the platform will be open under the same conditions, equally, at no financial cost to all businesses of the Municipality and will not be used to advertise or promote a product of a specific business or business sector.

Platform for managing kindergartens, informing parents with smart application etc.
The proposed application concerns a platform on which citizens will submit applications for monitoring the Citizens' Schools, monitoring the Attendance of Employees and Children, etc. The system will be able to manage different Structures such as Kindergartens, KDAP etc. The minimum requirements of the action include:
• The Information System should operate fully web-based
• Automatic classification of citizens' applications in stations, classes, etc.
• Registration and evaluation of applications
• Credits - supporting documents
• Monitoring of food
• Attendance of children / employees
• Food Management
• Notification system, communication-information platform for parents via mobile application

Electronic document handling and digital signature system.
The proposed information system for electronic document handling and digital signatures, i.e. the electronic document repository, will be an integrated solution for digital archiving and document management, with extensive search capabilities with filters. This system will collect all documents of organizations and services of the municipality such as decisions of municipal councils, financial committees, municipal organizations, indexing of laws, court decisions, circulars of ministries and supervisory authorities, internal documents such as recommendations of employees and bodies and minutes of monitoring and receipt committees. In addition, the repository will be able to archive other types of content in addition to documents. The proposed system:
• It will allow the enrichment of documents with information
• It will offer the ability to search by multiple criteria
• Data modeling based on semantic international standards
The service offered should fully interoperate all tasks carried out by the implementation of the protocol and provide internal circulation of non-registered documents, a request process (documents to be registered) and an electronic library for the storage of all documents in a structured format kept in the organization's archives. This service should provide a web API for retrieving and storing documents with versioning for the use of the service by third-party applications.

Electronic payment management system.
The proposed electronic payment system will provide electronic payment services for established and non-established debts. It will be a modern next generation web solution based on open standards. The aim of the service is to provide citizens and businesses with personalized information and the ability to pay debts through debit, credit cards and e-banking. Through interconnection to the debt system of financial management installed in the organization, citizens will be offered the opportunity to view and pay certified and non-certified debts for registered users. The identification of users will be carried out through taxisnet data and will provide direct access to the debtor's card, according to the user's VAT number. The service can be used entirely without any physical presence in the Municipality. The minimum requirements for this action include:
• Programming interface for its use by various applications of the Municipality.
• Interconnection with the financial and cash service
• Ability to clear payments in the corresponding budget codes
• Ability to pay debts via debit, credit cards and e-banking

LOT-0007
Electronic Invoicing.
The electronic invoicing system is a necessity for local authorities according to the current legislation in the context of public procurement. The minimum requirements of the project include:
• Utilization of the web services provided by the KED for a) receiving invoices, b) receiving contracting authority registry services and financial services, c) sending messages to suppliers,
• Implementation of functionality and workflows of the systems (indicatively: HT viewing, checking basic HT data, correlations of HT with commitments/payment orders, matching codings for the purpose of automatic import of HT into the system, informing the HT issuer about status, reporting, etc.)
• System analysis, configuration and installation services.
• Services for adapting workflows to the organization chart of the organization.
The implementation of the above actions for the digital transformation of the Municipality of Mylopotamos can transform the Municipality into a "Smart Municipality", i.e. a municipality which, utilizing all modern means and enhancing the involvement of citizens and its institutions, succeeds in increasing its competitiveness and the quality of life of its residents and visitors, use its resources efficiently and enjoy economic, social and environmental sustainability. In addition, the "Smart Municipality of Mylopotamos" will be a modern Municipality that will use innovation to address the needs of the community, will give priority to citizens and will be able to remove any obstacles that hinder its overall development.
