The purpose of this consultation is the preparation, animation and capitalization of the Prospective Factory "How to make the transformation of economic activity zones located at the entrances to the city a factor of ecological transition? "

The Fabrique Prospective will target 6 intercommunalities and will deploy for each one on an area of activity. The Intercommunality will ensure that the municipality in which the business area is located is closely associated. The holder will be informed of the 6 intercommunalities and areas to be accompanied once the contract has been awarded. These predominantly commercial areas may include other activities and/or will be converted for another use in the future (for example, from commercial areas to mixed or industrial zones). Each of the 6 intercommunalities involved in the Prospective Factory :-d designates to the anct a referent agent who will be the interlocutor of the holder;-is represented, at least, by an elected representative and a referent agent during local seminars and inter-site seminars;-defines and mobilizes a local working group that associates about twenty actors of its choice, with the support of the incumbent. A "charter of commitment" formalizes the commitments made by the intercommunalities accompanied to the anct and those made by the anct towards these intercommunalities. The incumbent will endeavour to support the 6 intercommunalities and the members of their local working groups in the conduct of a prospective reflection for their territory and in the development of a program of actions to be carried out in the short term. The incumbent will also be responsible, with the 6 intercommunalities and the national partners of the Fabrique Prospective, to be a force of proposal in the formulation of courses of action that will feed the prefiguration of a national policy in favor of the transformation of economic activity zones located at the entrances of cities that takes into account national objectives in terms of ecological transition
