The services concern the study and monitoring of the execution of restoration, renovation and extension works on the historic building: an 18th century mansion classified as a monument by Royal Decree 24.4.1944. The infrastructure is no longer adapted to security and accessibility standards or to contemporary museum requirements, especially as the museum is recognized in category A. The museum narrative will remain centered around Mosan art of the Middle Ages while that the museum aims to develop innovative activities around the concept of treasure and reach the number of 25,000 visitors / year (15,000 in 2017). The current total floor area, approximately 1,500 m 2 (1/4 unusable-stability), will have to be increased to reach 3,750 m 2 . The program includes permanent and temporary exhibition spaces as well as additional services intended for the public, staff but also for the storage of the collection, the storage conditions of which will be adapted.

The services include the study and monitoring of the execution of works for the aforementioned project. They revolve around at least 9 required skills:

- At the stage of requests for participation (applications), only the architecture / restoration competence (ie including a competence in restoration) and the museum scenography competence is requested. Under article 8, paragraph 2 of the law of 17.6.2016, the candidate will include (all) the economic operator (s) whose capacity is mobilized to satisfy the selection conditions (specific levels required) relating to technical and professional capacity. These economic operators cannot therefore be third parties (subcontractor, consultant, etc.). When a candidate has several economic operators, these form what is called a "Grouping" (temporary company, co-contracting, etc.). The responsibility (of the application then, if applicable, of the offer and the mission) is shared between these economic operators. A mandate must be given to one of the group's operators, called "Agent": the latter has the power to sign and represents the group vis-à-vis the adjudicator. The candidate alone or the representative of the group will be responsible, in whole or in part, for the architectural competence.

- In order to produce the offers and execute the contract, the successful candidates will also have to assume 7 additional skills (stability, special techniques, PEB, acoustics, furniture design, sign design and garden design). Any skills deemed useful or relevant to the subject of the contract may also be added. The tenderer may call on one or more third-party economic operator (s) (subcontractor (s), consultant (s), etc.) to assume these 7 additional skills required and the possible skills added on their own initiative. .

It will also be asked to make a proposal for collaboration with an artist for the integration of a work of art, in application of the decree of 10.5.1984 relating to the integration of works of art in public buildings. This proposal will be formulated in the offer. The cost of the work and the artist's fees are not included in the budget envelope mentioned below.

The service of the health security coordinator is not the subject of this assignment.

The work budget is currently estimated at EUR 13 00 000, excluding VAT and fees. The fees are calculated on the basis of a lump sum percentage, ie 15% of the total amount of the work (final statement), all skills combined (skills required + possible skills added on initiative by the tenderer).
