The contracting authority intends to award a framework contract to 6 framework contractors for the performance of Monitoring (detection) and Response (M&R) services. The desired set of possible (further) basic commands consists conceptually of three monitoring/detection/response solutions and is layered and modular in accordance with the Gartner SOC visibility triad with functionally standard services for Network detection (NDR), Endpoint detection (EDR) and SIEM/UEBA detection) or other equivalent modules recognizable for municipalities. In addition, there is a need to purchase an additional portfolio of M&R services. These services are divided as Security Operation Center services (SOC), onboarding services, and additional M&R services.
The framework agreements are entered into for a period of at least 2 years and a maximum of 4 years.

No lots are used in this tender. The contracting authority deliberately merged the contract. The concrete motivation to merge the assignment is because:
•The relevant market consists of (SME) companies of such size that they consider the size of this contract to be proportionate and desirable. The (partial) contracts show a lot of coherence and the risks are manageable for both contracting authority and entrepreneur.
•It is a financial advantage for both the contracting authority and the economic operators. For the contracting authority, the collective execution of the entire procurement procedure means cost savings. For tendering parties, a joint procedure saves on transaction costs, because one only has to register once.
•The coherence within the assignment is very high. The present assignment cannot be divided into logically separable sub-assignments for which other requirements and wishes apply. Moreover, the market consultation shows that the services are so intertwined that a separation is not recommended.
