The aim of the tender is to ensure the smooth operation of DLR's satellite ground station in Oberpfaffenhofen as part of ground operations at the German Space Operations Center (GSOC) by taking on support from GDS personnel (engineers) for various satellite support missions.

Safe and uninterrupted satellite operation is above all tasks. The personnel of the prospective contractor involved in the operation of the ground station shall be in possession of the confidentiality clearance Ü1. The potential contractor will be provided with the safety notice (Section 2.4.1 GHB) in accordance with the provisions of the Security Manual (GHB) in the security of the Federal Ministry of Economics and Energy in accordance with the Security Review Act (SÜG) and the GHB in the applicable Version recorded.

The potential contractor recognizes the provisions of the Security Manual (GHB) including the annexes in their current version as legally binding and undertakes to take all necessary organizational, personnel and material security measures in accordance with the GHB. If the candidates do not meet these requirements, you will not be able to participate in the competition.

In addition, the provisions of the Satellite Data Protection Act (Act to protect against security threats of the Federal Republic of Germany by disseminating high-quality earth remote sensing data - SatDSiG) apply.

The following must also be taken into account: The requirements of the export control law applicable to the project must be taken into account, in particular the handling of goods under the German Foreign Trade Ordinance (AWV), the EU Dual-Use Regulation (EG VO 428/2009), the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR).
