1. General description:

The committees of the German Bundestag are housed in the Paul Loebe House and the MELH.

Conference and media technology, interpreting facilities, etc. in the boardrooms were put into operation at the beginning of 2000 and are no longer technically up to date. There are also technical failures. It is therefore necessary to renew the technical equipment. Speech intelligibility in the halls also has to be improved.

In the Paul Löbe House, conference and media technology is to be renewed in 22 committee meeting rooms and in the Europasaal. The conference and media technology in the hearing room is to be renewed in the Marie Elisabeth Lüders House. A total of four halls are tap-proof and some also have fixed interpreting booths.

- Performance picture:

A concept study created in advance forms the basis for further planning. The results of the study are to be reviewed with regard to current developments/technologies and updated during planning.

The planning service for the implementation of the above mentioned measure includes services in accordance with §55 HOAI 2021, service phases 2 (partly), 3, 5-9 as well as special services.

The scope of services includes renewal of media technology, integration into HD sources, HDTV set-top box, renewal of touch panels, control of peripheral systems (lighting control, etc.) Video conferencing systems in display halls, networking of media technology and conference facilities of all meeting rooms across all meeting rooms.

Conference technology, including infrared and interpreting technology, is also being renewed. This includes, among other things, the renewal of conference units (with carpentry work), improvement of sound systems (volume and speech intelligibility) halls and visitor galleries, renewal of amplifier technology in the TCPs, and renewal of interpreter centers. Architectural requirements have to be taken into account as well as the technical features for tap-protected halls to be implemented.

In addition, mobile interpreter booths (around 4) have to be retrofitted in selected halls, preferably in the visitor balcony area (with connection to the ventilation system).

The services are to be provided as a whole, so a structural planner (e.g. architect) and a MEP specialist planner for ventilation systems must be included for building construction and ventilation systems.

In all phases of service, it must be taken into account that the parliamentary operation in the committee meeting rooms in the Paul-Löbe House and Marie-Elisabeth Lüders Haus must be taken into account accordingly in the implementation phase. The implementation (LP 8) will take place in 2024 and will share a prefabrication phase with a very high level of prefabrication and a construction phase starting with the parliamentary summer break in 2024. The Lph 8 is to be accompanied by at least two site managers on site.

In order to meet the construction period, the execution may have to be planned and accompanied in several shifts and on Sundays and public holidays.

A gradual award of the services is planned. However, there is no legal claim to the transfer of all services.
