Framework Agreement for Object Planning (§ 34 HOAI) of Measures in the Context of the Construction Maintenance of Buildings with Laboratory Use of Freie Universität Berlin

General description:

In particular, the following properties belong to the building pool with laboratory uses: Altensteinstraße 6, Arnimallee 20, 22, Königin-Luise-Straße 1-3, 2-4, Takustraße 6-8 and Thielallee 63. Some of the buildings are listed as historical monuments.

In addition to laboratory use, the buildings used by various departments and administrative departments contain general teaching and administrative uses.

The planned construction measures include small building maintenance measures as well as measures on existing buildings in the form of repair/maintenance measures, modernisation, conversion and renovation measures as well as measures in the context of new appointments.

The client is seeking to award a framework agreement for property planning services with up to three architectural/engineering firms. This is intended to simplify the processing of orders for architectural and engineering services. The provision of basic services in accordance with service phases 1-9 of the HOAI 2021, Part 3, Section 1 is expected on the basis of the eligible costs or, if applicable, on the timesheet.

Most of the measures are to be carried out during ongoing operations. Care must be taken to ensure that the use of the buildings at the usual times remains largely unaffected. Measures will be carried out, each with construction costs of up to approx. € 1,500,000. Subject to approval, EUR 2.5 million is expected to be available per year.

Special services will be commissioned separately on the basis of the hourly rates to be offered after the time requirement has been submitted. The assignment is carried out in stages and without any legal entitlement to the commissioning of all service phases or parts of services.

In accordance with § 21 VgV, the individual call-off takes place alternately between the offices that are parties to the framework agreement. The details are set out in the framework agreement agreement, which forms part of the tender documents. As a rule, or depending on the scope of the measures, the individual call-off is initially used to commission service phases 1 to 3 of the property planning. The other optional service phases and parts of services are commissioned individually or as a whole in accordance with the provisions of the contract. Special services will be commissioned separately on the basis of the hourly rates to be offered after the time requirement has been submitted.

The aim of the present procurement procedure is to select up to three offices to receive a contract offer for the framework contract. The contract offer includes a fee agreement in which the average values of the fee offers of the selected offices are formed from the following offer components: hourly rates, percentage of ancillary costs, percentage of conversion surcharge, percentages of surcharges and discounts.
