Perämeren Jätehuolto Oy is a regional waste management company owned by five municipalities (Kemi, Tornio, Keminmaa, Tervola and Ylitornio) with approximately 60,000 inhabitants. The company's head office is the waste center Jäkälä, located in Tornio, about 15 km northeast of the city center, at Kalkkimaantie 614. In addition to the municipalities in the area, processed waste is imported to Jäkälä from the municipalities of Haparanda and Kolari and from the operating area of the Joint Municipal Authority for Waste Management of Lapland (Lapeco).
In addition to waste from housing, the waste centre area also accepts waste from business life, from which mechanical sorting separates various useful fractions that are delivered for material recycling and energy recovery. A significant amount of wastewater treatment sludge is also treated in the area by composting and a waste disposal area is maintained.
The premises and personnel of Bothnian Meren Jätehuolto Oy operate in the area. In addition to the personnel, a contractor works in the area, who takes care of the machine work in the area.
Perämeren Jätehuolto Oy asks for your contract offer for the machine work at Jätekeskus Jäkälä. The work includes, for example, managing the disposal area, composting treatment, performing mechanical sorting, producing the functions of the small sorting area, and maintaining other fields and roads in the area.

The invitation to tender is not accompanied by the legislation regulating the operations (www.finlex.fi) or the general waste management regulations (www.tornio.fi/jätehuoltomääräykset) of the Bothnian Bay Waste Board. In the actual operations, special attention must be paid to the client's environmental permit (Dnro. PSAVI/6/04.08/2011), Government Decrees on Landfills (VNa 331/2013) and the By-Products Act regulating the manufacture of fertilising products (Finnish Food Authority: Fertilizer Act 711/2022). The impact of the contents of these laws, decrees and permits on operations is reviewed together in the client's orientation at the start of the contract.
As a rule, the contractor must use his own equipment. The client may accept the use of subcontractors or the formation of a work consortium, but their use must be indicated in the tender and they must be specifically named.
The contract period starts on 01.02.2023 and is first fixed-term for four (4) years and continues until further notice. The subscriber decides on the extension of the contract for an indefinite period of time no later than three years after the start of the contract. The notice period for an open-ended contract is twelve (12) months on both sides and the termination must be made in writing.
The service includes waste reception operations in the Jäkälä area of the Waste Centre, waste treatment and the management of the disposal area. The service also includes area maintenance for roads and fields, as well as other work by separate agreement.
