The subject of the contract is the collection and management of municipal waste from owners of residential properties located in the Łyse commune and from the Selective Municipal Waste Collection Point in Łysych (so-called PSZOK), in a manner ensuring achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods and limiting the mass of biodegradable municipal waste sent to landfill in accordance with the provisions of the Act of 13.9.1996 on keeping cleanliness and order in municipalities (i.e. Journal of Laws of 2018, item 1454, as amended), in force local waste management plan and the provisions of the draft regulations to maintain cleanliness and order in the commune of Łyse.
1. Requirements regarding the transfer of received unsorted (mixed) municipal waste to municipal installations;
The contractor is obliged to: hand over the received mixed municipal, green and bio-waste (biodegradable waste) and residues from sorting of municipal waste and waste arising from the mechanical-biological processing of unsorted waste collected from the territory of the Łyse commune to the municipal installation, in accordance with applicable regulations in in this respect.
The contractor is obliged to hand over separately collected municipal waste as part of waste management to a recovery and disposal facility, in accordance with the waste hierarchy referred to in the Act of 14.12.2012 on waste. In the event of a municipal installation failure, the Contractor will be obliged to deliver waste, at his own expense, to the installation intended for replacement service. The contractor will indicate in the offer form a municipal installation to which municipal waste from property owners in the Łyse commune will be forwarded.
2. Types of municipal waste collected selectively from property owners;
Municipal waste will be collected at a frequency consistent with the draft Resolution on the manner and scope of rendering services in the field of municipal waste collection. The scope of the subject of the contract includes the collection and management of the following waste:
a) unsorted (mixed) municipal waste (including ash) - twice a month at intervals of at least 2 weeks from each household.
(b) municipal waste collected in a selective manner, including the following waste fractions:
- metal, plastic and multi-material packaging - once a month,
- glasses - once every three months
from every household.
c) biodegradable municipal waste - in June - August 2 times a month at intervals of at least 2 weeks, while in September - May at least once a month from every household that requests it - i.e. they will not compost biodegradable waste on your own property.
Inhabitants of the Łyse Commune will deliver to the Selective Municipal Waste Collection Point in Łysych paper and cardboard, paper waste and waste packed with cardboard.
The contractor must collect waste from PSZOK once a week on Thursday by 15:00.
PSZOK is located in Łyse, ul. H. Sienkiewicz, plot No. 93/3, run by the Communal Service Unit in Łysych.
3. Sanitary standard for services and environmental protection;
The contractor is obliged to:
a) ensure that vehicles and equipment used for the collection of municipal waste are protected against uncontrolled escape of waste during its collection, handling and transport,
b) wash and disinfect vehicles and devices with a frequency that guarantees ensuring their proper sanitary condition not less frequently than once a month, and in the summer not less frequently than once every 2 weeks,
c) keep documentation containing information on the disinfectants used and the frequency of disinfection of vehicles and devices, which it is required to provide at the request of the customer.
