The aim of the ecertBY project is to create an efficient electronic certification system that supports the Bavarian authorities in the certification process for the export of animals and animal products from Bavaria to various third countries. The currently existing certification procedures must be combined and standardized in a system with web-based access, thus making the work of the competent authorities easier. The aim of ecertBY is paperless certification. In the future, ecertBY is to be connected with an interface to the electronic certification system Germany, ecertDE. The system should be modularly expandable and usable through a medium of choice (e.g. desktop PC in the office, mobile with laptop, tablet at any location, even offline).

The subject of the award procedure is an IT system for the formalization and digitization of the process of export certifications as well as the connection of the ecertDE system of the federal government and other relevant stakeholders against the background of a comprehensive digitization of official processes, simplified handling for companies and the long-term goal of paperless export certification. In particular, the following services are required from the contractor: Preparation of product-related technical concepts, such as detailed conception/functional specifications; Provision and implementation of product-related documentation, e.g. in the context of development, operation, in the course of partial acceptance, in the processing of test protocols; Licensing and provision of a certification system (ecertBY) operated in the Bavarian IT Service Centre (IT-DLZ); direct product-related technical services for the creation of ecertBY (e.g. initial installation, configuration, customizing, development services, tests); Training for IT administrators, developers and stakeholders where appropriate; Support in the technical conception and technical implementation of interface connections; Maintenance, care and support.
