The contract to be concluded includes the following activities: Delivery, installation, and commissioning (configuration) of the IT&C equipment set, licenses, and software programs purchased, necessary for conducting training sessions in both the HUB and the partner public libraries.
In accordance with the provisions of Article 160 of Law 98/2016, with subsequent amendments and completions, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information regarding the awarding documentation is 20 days before the deadline for submitting offers. The contracting authority determines that the deadline within which it will respond to all requests for clarifications or additional information is on the 11th day before the deadline for submitting offers.

The acquisition aims to improve the basic digital skills of communities with limited access to digital training and of marginalized groups in the counties of Prahova, Alba, Dambovita, Tulcea, Iasi, Gorj, and Arges. Digitalization creates the premises for ensuring gender equality in terms of the equal participation of women and men in the labor market, as well as ensuring advantages related to greater flexibility in finding a job.
A number of 23 libraries will be digitalized, as follows:
- One rural library will be renovated and equipped with computers and technical equipment.
- 22 libraries will benefit from new or modernized IT equipment. Meanwhile, purchases of furniture, technical equipment, and renovation works specific to the project will be carried out.
