MARKET DIALOGUE

The subject of the market dialogue is the planned acquisition of a remote monitoring and management service system for maritime safety devices for the needs of the Finnish Transport Infrastructure Agency.

The Finnish Transport Infrastructure Agency is responsible for the maintenance, development, and usability of maritime safety devices in Finland as part of its infrastructure management regulatory duties. The remote monitoring service is a crucial part of the reliability, situational awareness, and remote management of safety devices.

BACKGROUND AND OBJECTIVES

The acquisition concerns the implementation, maintenance, and further development of the remote monitoring and remote management service for maritime safety devices. The service receives status, fault, and location data from safety devices, processes and stores this data, and provides it to the Finnish Transport Infrastructure Agency's key systems, particularly Reimari and analytics solutions.

There are approximately 1,800 remote-monitored safety devices, some of which are fixed and others floating, and some devices are also remotely manageable. The devices communicate via a mobile network, and in the target state, communication relies on LTE-M networks and MQTT protocol in accordance with IALA specifications, securely encrypted.

In the target state, the remote monitoring and management service is located in the cloud environment of the Finnish Transport Infrastructure Agency (AWS). The service is responsible for processing all received remote monitoring data, including raw data storage, data refinement, interface provision, and necessary computing operations, such as post-calculation of location measurements. The remote monitoring service does not provide a separate user interface; instead, data is reviewed through Reimari.

The acquisition includes the maintenance of the system to keep the service reliable, secure, and meeting user needs throughout the contract period. Maintenance covers, among other things, technical support, updates, bug fixes, as well as compatibility with safety devices and integrations.

As part of the acquisition, system further development will also be implemented. The goal of further development is to gradually enable new functionalities, interfaces, and integrations, and to support changes in the operational environment, technology, and legislation. The acquisition will examine different architectural options for communication between safety devices and the remote monitoring service.

The acquisition includes a collaboration model in which the buyer and supplier develop the service systematically and sustainably. The aim is a comprehensive solution that supports the lifecycle management of safety devices, data utilization, and continuous improvement of the service.

One (1) supplier will be selected as the service provider.

The subject, scope, and technical solutions of the acquisition may be clarified and/or changed as the preparation and market dialogue progress.

PRELIMINARY SCHEDULE

The buyer's target schedule for carrying out the market dialogue and acquisition is:

- Market dialogue (technical dialogue), January-February 2026
- Publication of the request for proposals and calculation period, March-April 2026
- Comparison of offers and procurement decision, April-May 2026
- Contract comes into force and development project starts during the year 2026

This notice is a preliminary announcement. No proposals are being requested with this notice.

The preliminary announcement includes an invitation to market dialogue, during which all suppliers interested in the acquisition will have the opportunity to engage in technical dialogue regarding the acquisition with the Finnish Transport Infrastructure Agency. The purpose of the technical dialogue is to have a dialogue at a general level about the subject of the acquisition and its definition. The technical dialogue does not bind the Finnish Transport Infrastructure Agency to carry out the acquisition. The technical dialogue also does not bind the supplier to participate in any possible tendering processes.

The technical dialogue will be organized through comments on draft versions of the request for proposal documentation and by answering questions related to the acquisition from the buyer.

Registration instructions:

The supplier must express their interest in participating in the market dialogue by sending a message to tommi.aarnio@vayla.fi with the subject: "Remote Monitoring - Market Dialogue" by February 11, 2026, at 12:00 PM.

The supplier is requested to provide the following information in the message:

The buyer reserves the right to invite suppliers to individual negotiations or to continue technical dialogue in another manner as separately announced, of which notification will be made later if necessary.
