The Republic of Uzbekistan has received financing from the Global Partnership for Education (GPE) through the World Bank toward the cost of the Uzbekistan Education System Capacity Building (SCB) Project and intends to apply part of the proceeds for the following consulting services.



The consulting services (“the Services”) include: (i) a comprehensive diagnostic of the current MoPSE EMIS/ERP and related platforms; (ii) assessment of institutional and technical capacity, data governance and quality; (iii) identification of interoperability and architecture gaps; (iv) development of prioritized recommendations aligned with international good practice; (v) preparation of a sequenced 2025–2026 implementation roadmap with milestones and M&E indicators; and (vi) drafting ToR for the subsequent implementation support.

The Ministry of Preschool and School education of the Republic of Uzbekistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.



The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (Sixth Edition, February 2025) (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.



The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria:




  • Proven experience in the design, implementation, and evaluation of Education Management Information Systems (EMIS) and/or Enterprise Resource Planning (ERP) systems in the public or education sector.

  • Demonstrated experience in conducting institutional capacity assessments, including data flow mapping, interoperability evaluation, and ICT infrastructure analysis.

  • Experience with EMIS or similar education data platforms is highly desirable.

  • Proven expertise in implementing Education Information Systems or similar platforms with a focus on data integration, interoperability, and advanced analytics.

  • Experience in gap analysis, system specification, and enterprise architecture development aligned with international standards such as ISO/IEC/IEEE 29148.

  • Familiarity with methodologies outlined in this TOR, including stakeholder engagement, gap and technical needs analysis, and developing implementation roadmaps.

  • Ability to mobilize a team for fieldwork in Uzbekistan, including Tashkent.

  • Legally registered consulting firm with capacity to enter into a World Bank-funded contract.

  • Strong financial and operational systems to manage contract implementation.

  • Prior engagement with the World Bank, GPE or other similar international organizations in EMIS-related technical assistance is considered a strong advantage.



 



The consulting firm shall demonstrate the availability of the following qualified personnel:




  • Team Leader / Lead EMIS Expert

  • Senior IT Systems Architect / ERP Specialist

  • Institutional Capacity Assessment Expert

  • M&E / Data Quality Specialist



Key Experts will not be evaluated at the shortlisting stage.
