This procurement procedure aims to purchase laboratory reagents, divided into 8 lots, with the minimum technical specifications from Annex 1 of the Specifications and in the quantities provided in Annex 2 of the Specifications. Any request for clarification must be submitted in SEAP (https://e-licitatie.ro/pub). In accordance with the provisions of Article 160 paragraph (2) of Law no. 98/2016 with subsequent amendments and completions, the contracting authority - the Buyer will set the deadline within which economic operators can submit requests for clarification, as well as the deadline by which it will respond to all requests for clarification / additional information, as follows:

1. The deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 20 days before the deadline for submission of offers.
2. The contracting authority - the Buyer will respond clearly and completely to all requests for clarifications on the 11th day before the deadline for submission of offers. The response deadline for clarifications has been established, in accordance with the provisions of Article 161 of Law no. 98/2016 with subsequent amendments and completions, so that economic operators have an adequate period to analyze the award documentation and, subsequently, to elaborate their offers based on the responses provided by the contracting authority - the Buyer. Requests for clarifications will be submitted in editable format, in SEAP, signed with an extended electronic signature. The contracting authority is not obliged to respond to requests for clarifications/additional information that were not submitted within the deadline established in section I.3 of the Data Sheet.
