The contracting authority, Nasjonalt kommuneasamarbeid for 110-sentralene IKS, shall procure a new system for security monitoring and gathering log data.
NKS110 is the contracting party and the client in the agreement with the provider.
The Norwegian Directorate for Civil Protection (Norwegian: DSB) will not have a formal client role. Systems owned and administered by DSB will be managed in cooperation between NKS110 and DSB. The provider's point of contact will in all cases be NKS110.

NKS110 needs one system to receive, store, analyse, process, and admit access to logs from all systems. NKS110 also needs to strengthen NKS110's ability to detect, analyse and manage digital events, applications, services, systems and the infrastructure.
The purpose of the contract is that all future control centres for the 110 emergency phone number shall include:
- A joint system for collecting, storing, analysing, processing and making available log data and
- A partner who can detect and analyse digital events, applications, services, systems and the infrastructure, as well as assist with the management of the digital events.
The tenderer shall assist with operating procedures, reporting and meeting structure for the system, as well as the establishment of a joint CSIRT.
