Framework agreement for the production, printing, personalization and ready-to-ship provision of ID cards for volunteer services

The Federal Office for Family and Civil Society Tasks (BAFzA) intends to award a framework contract “Production, printing, personalization and ready-to-ship provision of ID cards for voluntary services” by way of an open procedure in accordance with Section 119 (1) GWB.

1. General

The Federal Voluntary Service (BFD) was introduced by the federal government as a successor to civilian service. In the BFD, women and men are committed to the common good in accordance with Section 1 of the Federal Voluntary Service Act (BFDG). The federal voluntary service is usually provided all day as a predominantly practical help activity in institutions serving the common good.

As a rule, the federal voluntary service lasts twelve months, but at least 6 and a maximum of 18 months. In exceptional cases, it can be provided for up to 24 months.

The Federal Office for Family and Civil Society Tasks (BAFzA) is responsible as the client - hereinafter referred to as the AG - for the implementation of the Federal Voluntary Service Act.

The Voluntary Social Year (FSJ) and the Voluntary Ecological Year (FÖJ) are voluntary services for young people and young adults up to the age of 27. They are accredited by the BAFzA. Youth Voluntary Service Act (JFDG) funded.

The service usually lasts one year. The implementation of the FSJ is the responsibility of the central offices of the charities and for the FÖJ in the federal states.

The FSJ can be used in numerous areas. The focus is on nursing and care. The FÖJ is used in environmental and nature conservation.

All volunteers in the BFD, FSJ and FÖJ receive an identity card for the duration of their service with which they can prove their status.

2. Object of the order and duration

A framework contract is concluded with the contractor (hereinafter referred to as the contractor), which provides for the production, printing, personalization and the ready-to-ship provision of the following quantities of ID cards per year:

- approx. 55,000 identity cards for the BFD;

- approximately 50,000 identity cards for the FSJ;

- approx. 3 500 identity cards for the FÖJ.

The ID cards produced are personalized by the AN and prepared for dispatch to the recipient. The required letterhead and shipping envelopes are to be made available by the contractor.

The ID cards are called up weekly in alternate BFD and FSJ / FÖJ IDs every 14 days. An exact amount of calls cannot be quantified, since this depends on the number of volunteers. Based on experience, the number of volunteers rises sharply from June to September. In this period, a significantly higher number of calls can be expected.

Certain quantities or order volumes are not guaranteed by the client either for the entire contract period or for individual contract months. The quantity decrease for each contract year takes place as required. The following values are set for the maximum quantities for the production, printing, personalization and ready-to-ship provision of ID cards per year of the contract:

- 68,000 ID cards for the BFD;

- 62,500 ID cards for the FSJ;

- 4,400 ID cards for the FÖJ.

The contract duration is 4 years. The planned start of the contract is January 1st, 2021.
