Description:
The project involves the design, delivery, installation, and commissioning of an expanded Intelligent Traffic Management System in Chorzów, including various modernization and expansion tasks, with funding secured through the European Funds for Silesia Program.

1. The procedure for awarding a classical contract for supplies is conducted through an open tender based on Article 132 et seq. of the Act of September 11, 2019 - Public Procurement Law (Journal of Laws 2024, Item 1320, as amended) [hereinafter referred to as the PPL Act or the Act] and in accordance with the requirements set forth in this Specification of Contract Terms, hereinafter referred to as “SWZ”. 2. Based on Article 139 (1) of the PPL Act, the Contracting Authority will first conduct an examination and evaluation of offers, and then qualify the Contractor whose offer has been rated the highest in terms of the lack of grounds for exclusion and meeting the participation conditions in the procedure. IV. Description of the object of the contract 1. The subject of the contract is: the preparation of complete design documentation, the realization of deliveries and installation of all materials, devices, and software along with the performance of accompanying construction works and the commissioning of the system as part of the task entitled: "Expansion of the Intelligent Traffic Management System in Chorzów". 2. The subject of the contract comprises in particular the scope of work, including: 1) the preparation of project documentation for the expansion of the intelligent traffic management system in Chorzów in accordance with the requirements specified in the PFU (Functional and Utility Program) together with all necessary project documents and agreements needed to execute this documentation; 2) obtaining on behalf of and for the Contracting Authority all opinions, conditions, agreements, permits, authorizations, decisions, and others necessary for the execution of the contract in accordance with the requirements of the Contracting Authority; 3) delivery and installation of all materials, equipment, and software, along with the execution of accompanying construction works based on the project documentation prepared by the Contractor and approved by the Contracting Authority. 4) Training of the Contracting Authority's employees in the use of new elements of the traffic management system. 3. The Contracting Authority has obtained funding for the project "Expansion of the Intelligent Traffic Management System in Chorzów" under the European Funds for Silesia Program 2021-2027 for Priority FESL.3 "European Funds for Sustainable Mobility", Action FESL.03.02 "Sustainable Urban Multimodal Mobility - ZIT", Project funding agreement "Expansion of the Intelligent Traffic Management System in Chorzów" No. FESL.03.02-IZ.01-08ED/24, dated March 10, 2025. 4. The scope of the contract includes in particular: 1) Expansion of the city monitoring system, 2) Modernization of the weather conditions information system, 3) Modernization of the information system for drivers, 4) Expansion of the travel time information system between individual points in the city, 5) Development of diversion route strategies in the event of the closure of transit road sections, 6) Expansion and modernization of the guidance system for available parking spaces, 7) Modernization of the public transport priority system, 8) Reorganization of the telecommunication network, 9) Preparation in the system of mechanisms generating data for the Open Data Portal. 5. The detailed scope of the subject of the contract is specified in the Functional and Utility Program, which constitutes Annex No. 4 to the SWZ. NOTE! The quantitative scope of work presented in the PFU should be treated as indicative. The detailed scope of work will result from the project documentation developed by the Contractor after the Contracting Authority's approval. 6. The Contracting Authority requires a 60-month warranty for the delivered and installed materials, devices, and software used for the execution of the contract and the works performed. 7. The Contracting Authority informs that it has not divided the contract into parts and does not allow for the submission of partial offers. Reasons for not dividing the contract into parts: 1) The lack of division of the contract into parts does not limit the participation of companies from the small and medium enterprise (SME) sector, nor does it affect the change of the circle of Contractors who may apply for the contract. 2) Many services and accompanying works performed during the execution of the contract require specialized knowledge and skills, hence they require coordination and supervision by one Contractor. Dividing the contract into parts would pose a serious threat to the proper execution of the contract. This, in turn, would entail additional costs and a failure to meet the work schedule.

1. The Contracting Authority allows for the possibility of conducting a site inspection and/or the possibility of checking documents necessary for the execution of the contract available on-site at the Contracting Authority according to the following scheme: 1) Any Contractor who submits a request for participation in the site inspection no later than November 7, 2025, may participate in the site inspection/checking documents. 2) The site inspection conducted in the locations indicated by the Contracting Authority is possible only on working days from Monday to Friday from 8:00 AM to 3:00 PM. The site inspections can take place until November 14, 2025. 3) Checking of documents necessary for the execution of the contract available on-site at the Contracting Authority is only possible on working days from Monday to Friday between 8:00 AM and 3:00 PM. Document checks can be made until November 14, 2025. 4) The Contractor, by sending an email to zp@mzuim.chorzow.eu or through the Communication Form on the conducted procedure's website, will submit a request which will include: a) the details of the persons from the Contractor's side who will participate in the site inspection, i.e., name, surname, contact number b) the address of the location where the Contractor wants to conduct the site inspection c) the proposed date and time for the site inspection. 5) The Contracting Authority will respond within 24 hours on working days, i.e., from Monday to Friday. The message will include: a) confirmation of the date proposed by the Contractor or a proposal for another date for the site inspection along with the time frame b) the details of the persons from the Contracting Authority who will take part in the site inspection, i.e., name, surname, contact number. 6) The Contractor must respond to the proposed date of the site inspection within 24 hours via email or through the Communication Form available on the conducted procedure's website.
