The subject of the contract are services including: 1. Services of collecting residual and selectively collected municipal waste from real estate inhabited in the administrative boundaries of the Tczew Commune (approx. 3500 properties, approx. 15 thousand inhabitants). 2. Services of equipping the property with containers and bags for the collection of waste and maintenance in proper technical and sanitary condition of containers for collecting residual and separately collected waste.
As part of the subject of the contract, the Contractor will conduct: 1. Collection of residual municipal waste; 2. Collection of municipal waste, separately collected, in the following fractions: Fraction I: Paper, Fraction II: Plastics, metals, multi-material packaging, Fraction III: Glass, Fraction IV: Ashes during the heating season from 01 X to 30 IV, Fraction V: Biodegradable waste GREEN (garden waste), (collection from 01.IV to 30.XI). Fraction VI: BIO biodegradable waste (kitchen waste), placed in a residual waste container, all year round. Bulky waste including waste electrical and electronic equipment as part of "exhibitions" – 1 time per year (March - May) "from the curb". Christmas trees – in January, February issued on the dates of collection of residual waste 3. It is estimated that there are about 15,000 people in the Tczew Municipality. 4. It is estimated that about 90% of residents live in single-family houses. 5. The contracting authority shall make available to the contractor data on the property and the number of inhabitants living in it. The Ordering Party shall ensure, ongoing, at least weekly, update of the database (if it changes) by sending data by e-mail to the address indicated by the Contractor. 6. In the case of residents living in new properties, the Contractor shall collect municipal waste from the "new properties" within the first period resulting from the schedule, starting from the date of placing them in the municipality's database. 7. The forecasted amount of waste generated (per year) from the properties on which residents live is about 5300-5400 Mg / year, including about 2 570 Mg / year is residual municipal waste. (details of the amount and type of waste are described in the Description of the Subject of the Order hereinafter OPZ) 8. Waste should be collected on the dates specified in the schedule, regardless of difficulties resulting from road conditions (repairs, reconstructions, etc.) or atmospheric (rains, winds and blizzards, etc.) subject to the point below. 9. In a situation where it is necessary to change the schedule of waste collection, due to the unavailability of access in rural areas (construction), waste should be collected as soon as possible, but no later than within 7 days from the date specified in the original schedule. 10. In the case of collection of waste from rural areas (construction) with difficult access, the type of vehicles collecting waste should be adapted to road conditions. The Ordering Party allows the use of vehicles other than garbage trucks for areas with difficult access. 11. Waste shall be collected with specialised equipment, where compact cars (garbage trucks) shall be used for residual waste and cars with compacting or box bodies depending on the type of waste, in accordance with the requirements described in Chapter 4 of the OPZ. 12. Garbage trucks shall be equipped with cameras recording the operation of waste collection. It is planned to use at least 3 cameras with continuous or time-lapse recording with a minimum frequency of every 3 seconds. The cameras should be directed to the right and left shoulders of the roadway to verify that the waste containers have been exposed in front of the property and installed on the back of the vehicle, directed to the backfill, in order to verify the activities of collecting waste and the amount of waste collected from individual properties. The purpose of the camera system is to help in handling complaints and in supervising the export company. 13. Videos/photos should be stored for 6 weeks from the end of the billing period (e.g. for May to July 15) and then they should be deleted. For the processing and storage of data from the camera system, the REGULATIONS regarding the GDPR apply.
