The Board of Directors of the wellbeing services county of Päijät-Häme has decided to organise a competitive bidding process for the procurement of leased premises for the Lahti Social Services and Health Care Centre (health and social services centre), with the aim of renting functional, safe, efficient and economical premises in the city centre area of Lahti that meet future needs for the production of health and social services provided by the wellbeing services county of Päijät-Häme.

The object of the procurement is the long-term rental of a building falling within the scope of the Act on Public Contracts (1397/2016), when the premises to be rented are built in accordance with the definitions and requirements of the contracting entity.

The acquisition includes the lease of a building suitable for the provision of health care and social services on a turnkey basis. The premises must meet the requirements of the tender documents. Based on competitive tendering, the wellbeing services county of Päijät-Häme will select one landlord to be responsible for the implementation and leasing of the Lahti health and social services centre in accordance with this invitation to tender and its appendices.

The date of completion of the leased object is no later than two (2) years and six (6) months from the signing of the Rental Model Grant Agreement (hereinafter referred to as the Project Agreement) attached as Appendix 2 to the invitation to tender. The Lease Agreement with the selected Lessor shall be concluded for a fixed period of 20 years, after which the Lessee shall twice have the opportunity to exercise the stock option and extend the Lease Agreement on the same terms for five (5) years at a time by notifying the Lessor 12 months before the end of the Lease period. After a fixed-term lease period of 20 years or option lease periods possibly utilized by the tenant, the lease period continues until further notice with 12 months' notice on the tenant's side and 36 months' notice on the lessor's side. The period of notice shall begin to run from the written notice of termination of the party. For the sake of clarity, it is stated that the tenant has the right to terminate the contract with effect from the end of the 20-year fixed-term contract period or from the end of the option period exercised by each tenant. The lessor has the right to terminate the contract with effect from the end of the 20-year fixed-term contract period if the tenant does not exercise the options. If the Lessee exercises the option(s), the Lessor has the right to terminate the Lease Agreement with effect from the end of the option period exercised by the last Tenant.
