The municipality of Sennfeld intends to build a new elementary and middle school in Sennfeld. As part of this award procedure, the specialist planning services for technical building equipment, plant groups 1 to 3 and 8 (pro rata) in accordance with Section 53 (2) HOAI (HLS), service phases 1 to 9 inclusive in accordance with Section 55 (1) HOAI, should therefore be commissioned.
The municipality of Sennfeld intends to build a new elementary and secondary school in Sennfeld.
As part of this award procedure, the specialist planning services of technical building equipment, plant groups 1 to 3 and 8 (proportionally) in accordance with Section 53 (2) HOAI (HLS), service phases 1 to 9 inclusive in accordance with Section 55 (1) HOAI, are therefore to be commissioned.
In principle, the provision of services from plant group 8 is part of the contractor's main scope of services. Only a subordinate part of these services, which are not related to the control of building services, is included in the scope of services provided by the specialist planner who is tasked with the services of electrical planning. However, within the framework of system group 8, the contractor has to provide all services or additional work for the specialist planning services HLS for which there is an interface connection to building automation (system group 8) within the framework of system groups 1 to and including 3, for example, ventilation and heating control. These services are therefore also part of the scope of services owed. The contractor must coordinate the interfaces between the services of the contractor and the services of the specialist planner, who is commissioned with the specialist planning services for electrical planning, with the contractor.
The playground and soccer field in the municipality of Sennfeld is planned as the location for the new building. Due to the old trees there and the size of the property, tree and space saving planning is also necessary as part of the planning of the technical building equipment.
In addition, the employer intends to operate the new building to be erected in an energy-neutral manner. Against this background, a key aspect in the first two HOAI service phases is advising the client together with the architect with regard to deciding whether
- integrate a local heating system into the new building complex as a separate source of energy for the new building, or
- a separate building is to be built for the local heating centre, which is to supply the new building, or
- a local heating supply is not even an option or is needed.
In the engineering contract, the client therefore already expressly reserves the right to commission the contractor with the planning services with regard to the new construction and/or integration of a local heating centre by unilateral call-off, provided and insofar as specialist planning services from the contractual plant groups for this purpose are required.
The specialist planning services for technical building services (ELT) are tendered in parallel in a separate award procedure. The contract planning services for buildings and interiors will be commissioned by the end of April 2022 at the latest.
The expected construction costs or eligible costs for cost groups 410 to 480 are currently estimated at around EUR 4.3 million net (approximately EUR 5.1 million gross) based on a very rough cost estimate.
The replacement new building is scheduled to be completed by 30.06.2026.
