The Federal Office for Family and Civil Society Tasks (BAFzA) intends to award the contract as follows by way of an open procedure in accordance with Section 119 (1) GWB:
- Lot 1: prepress, layout, printing and finishing of the magazine “Echt”;
- Lot 2: packaging and shipping of the magazine "Echt"

Type and scope of the service
a) preliminary stage
- The magazine is 32 pages long.
- The client (AG) delivers texts, manuscripts, images and other templates as files or in digital form in several broadcasts. In exceptional cases, manual manuscripts and images that are recorded and scanned by the contractor (hereinafter referred to as the contractor).
- Tables and illustrations must be set up by the contractor.
- All images are processed by the contractor to ensure optimal image reproduction. The contractor provides image material via free image databases.
- The make-up flags are sent to the AG as a PDF, first corrections are carried out by the AN according to the AG's instructions. In exceptional cases, this can be followed by a change meeting at the contractor, the client also reserves the right to hold a meeting in Cologne. The costs are to be allocated to the page price.
- The make-up and the detailed layout are then carried out by the contractor.
- The finished layout is made available to the client via PDF. Changes and short-term additions due to current events or short-term coordination processes with the BMFSFJ are to be carried out to an extent of approx. 25% and are therefore part of the price per page. Most of the corrections are discussed by phone and / or email. The title and approx. 4 to 6 inside pages must be proofed with binding color. A form proof serves as the final check. In exceptional cases, the AG reserves the right to hold a meeting at the BAFzA in Cologne.
- The entire prepress process has to be completed in approx. 12 to 14 working days.
- Costs including all additional costs are to be included in the page price.
b) Magazine layout
- During the term, any minor changes to the magazine layout are to be supported by the contractor. This also applies to a possible adaptation to the design guidelines of the Federal Office for Family and Civil Society Tasks.
c) Printing and processing

The amount depends on the number of volunteers and can vary. A flexibility in terms of print runs as well as an optional scope change option is therefore expected.

Enclosures: Under certain conditions, it should be possible to enclose loose printed matter delivered by the client without processing.
Transport: Delivery to the service provider for shipping
Sustainability: A contemporary consideration of environmental standards is expected. In addition to the standards already mentioned, the following certificates must be proven:
- International environmental management standard ISO 14001;
- European EMAS regulation for environmental management and environmental auditing;
- Blue Angel
Samples of the intended paper are to be attached to the offer.
The intended printing color must be specified in the offer and a prospectus / information brochure attached to the color.
The printing process must be presented in relation to the environmental standards and certifications used.

Assembly:
- bundle approx. 185,000 copies of 25 copies crosswise with plastic straps 4 times a year;
- Prepare address data 5 times a year;
- Postage optimization 5 times a year;
- Addressing 5 times a year, including printing out all required lists and pre-binding slips
Shipping:
- 4 times a year approx. 185,000 pieces, bundled with 25 each, by freight forwarding to a service provider;
- 5 times a year approx. 40,000 postal items and
- Approx. 300 parcels to individual addresses 5 times a year.
The price includes:
—— receiving of goods;
—— Recording and processing of shipping addresses;
- storage;
—— rental of storage space;
—— permanent EDP inventory management;
—— Creation and processing of delivery notes, lists, pre-binding slips and address stickers;
—— franking (excluding postage, freight);
-- To ship.
The costs for shipping the parcels are to be stated in the cost sheet (Appendix 9).
The postage costs for individual dispatch are billed separately and are not to be taken into account in the offer.
The costs for the courier service / shipping are to be listed separately in the offer.
Shipping data:
The shipping addresses are available as data for each issue and must be checked for duplicates.
The data is transmitted via access to the AG's FTP server. The data may not be used for other purposes and must be destroyed 4 weeks after sending. The contractor must conclude a corresponding agreement for order processing in accordance with Article 28 of the European General Data Protection Regulation (GDPR).
