The project task and project goal is the general planning and implementation of a new building for a fire station which is used by the volunteer fire brigade (FF), the youth fire brigade and the professional fire brigade (BF). The vehicle hall will provide space for 6 fire engines of the FF and an ambulance of the BF. Furthermore, the building will also be used for training purposes, as well as for supply and accommodation in the event of a disaster.
The GVE has already provided parts of service phases 1 and 2 in the building and interior services itself and coordinated them with the fire brigade. On this basis, these service phases are to be completed in the service profile of buildings and interiors and supplemented by all the necessary contributions from those involved in the planning. In addition, if necessary, the further service phases up to and including work phase 9 are to be provided in stages as general planning.
The space program was coordinated with the fire brigade and corresponds to the current needs of the fire brigade at the Essen Werden - Heidhausen site.
The subject of the contract to be awarded is general planning services.
The part of the service already provided in service phases 1 and 2 in the service profile buildings and interiors will be made available to the bidders in good time before the bid is submitted.
The contractor from this award procedure must examine, responsibly adopt, supplement and complete the services already provided from the building and interior services within his/her assignment and within the offered and commissioned remuneration. In particular, the work results of other specialist engineering services must be taken into account in the planning and the coordination for them must be carried out.
The general planning contract includes planning and engineering services regarding service profiles / service areas according to HOAI and AHO:

There is no legal entitlement to the transfer of all benefits. Incidentally, the client reserves the right not to commission the individual stages in full, but only in part.
The services are awarded in stages as follows:
- Projektstufe 1: LPH 1-3
- Projektstufe 2: LPH 4
It is planned to commission project stages 1 and 2 with the awarding of the contract: LPH 1-4. After completion of the approval planning, it is intended to commission the further service phases (LPH) in stages.
However, all further planning steps and implementation are subject to the decision of the Essen City Council and the decision of the City of Essen:
- Projektstufe 3: LPH 5-7
- Projektstufe 4: LPH 8-9
The scope of services includes the creation of a simplified BIM model as a later basis for the management of the new building by facility management.
The total project volume is roughly estimated at around EUR 10.3 million net, with costs as of 01.09.2022, KG 200 - 600 according to DIN 276. Due to the planning steps that have yet to be worked out, this cost calculation does not form the basis for an order promise.
