TNW_Stadt Plattling - Reconstruction of the town hall - Object planning of buildings and interiors (phases 5 - 9)

The city of Plattling is carrying out an extensive renovation of the town hall. A partial demolition, as well as the extension by an extension to the existing town hall with outbuilding and redesign of part of the inner courtyard have already taken place. In a final construction phase, the existing building is now to be rebuilt and renovated. Work phases 1 - 4 have already been completed.

Based on this, the basic services of service phases 5 - 9 for the object planning of buildings and interiors in accordance with § 34 para 3 HOAI 2021, Part 3 Section 1 will be awarded in stages.

In addition, the creation of a cost calculation to be updated is assigned. The existing one dates back to 2018 and is therefore no longer meaningful.

Furthermore, the investigation of the economic feasibility of the conversion of the attic is commissioned. In this context, partial services of service phases 2 and 3 are awarded with a view to a profitability calculation. Optionally, service phase 4 is also awarded if it is necessary for reasons of building regulations (e.g. Changes to the façade).

In addition, the following special services are commissioned:

- Identification of possible funding opportunities, including preparation of funding applications and compilation or preparation of the necessary documents. In addition, preparation of the proof of use.

- Preparation of an energy requirement certificate for the building.

- Optional: Monitoring the rectification of defects within the limitation period (phase 9)

The city of Plattling expands the existing town hall and renovates and rebuilds the existing building.

The reconstruction of the town hall will take place in 4 phases, 3 of which have already been completed. Demolition work (BA I) of the existing buildings along Landauerstraße Nos. 2 and 4 was started, as well as demolition work on the caretaker's house including outbuildings in the inner courtyard. After that, an extension (BA II) and an outbuilding for Magdalenenplatz were built (BA III).

The extension is a building that has a staircase, a barrier-free elevator and toilets on each floor.

The last construction phase (BA IV), whose planning services of service phases 5 - 9 are awarded with this contract, includes the conversion and renovation of the existing building.

The existing building is already used as a town hall.

,

The existing town hall is to be gutted and renovated. The renovation should be based on the standards of the extension building in terms of furnishings, design, windows, technology, etc. and take them over. The archive in the basement is to be retained in the existing stock as far as possible and structurally and structurally justifiable, and pipes in the inventory are to be renewed. In principle, the archive should be suitable for the storage of historical materials. The load-bearing walls and constructions are to be preserved as far as possible, and all non-load-bearing elements are to be dismantled. The two-hip floor plan structure along Landauer Straße and Preysingplatz is to be retained.

The foyer is to be enlarged in the course of the renovation and expanded by an exhibition area. Furthermore, the ground floor will house the social welfare office, the public order office, the tourism office or, if necessary, the citizens' office/residents' registration office, which are currently outsourced.

On the 1st floor, the large meeting room and the administrative department with meeting room will be retained. However, a spatial restructuring is taking place.

The entire building authority A3 is housed on the 2nd floor in order to connect to the building authority A4 in the extension.

On the top floor, the former offices are used as storage areas and partly as ventilation centres for the existing building. An examination of the economic viability of the conversion of the attic is also commissioned. In this context, partial services of service phases 2 and 3 are awarded with a view to a profitability calculation. If the client decides to convert the attic, work phase 4 will be commissioned for the attic conversion (i.e. optional) if this is legally required. An energy demand certificate is also to be drawn up.

The façade of the existing building is to be retained in basic features, the windows will be replaced due to the energy-efficient renovation and a thermal insulation plaster will be applied.

It is intended to upgrade the building envelope in accordance with today's technical standards, insofar as this is economically and / or legally necessary.
